Who is TOTAL? -A global oil and gas company -4th ranked international oil major -113.000 enployees in over 130 countries in the world -Stock market capitalization = US $ 155 billion -Adjusted net income = US $ 15 billion -3 business segments (Upstream-Downstream-Chemicals)

UPSTREAM: Exploration & production (oil and gas) =>2.5 million barrels of oil equivalent (boepd) per day =>Proved reserves =11 billion boepd (12y), probable= 20y =>Operations in 41 countries, producer in 29 countries =>Capital expenditure =nearly $10 billion in 2005 Gas and power, coal and other energies =>LNG plants, power plants, cogeneration =>Renewables energies (wind power, photovoltaic, biofuels,…)

DOWNSTREAM: Refining and Marketing =>interests in 27 refineries , network= 17000 service stations Trading and Shiping CHEMICALS: Petrochemicals and Fertilizers Specialities (rubber, resins, adhesives)

Explosive atmospheres ! TOTAL requirements? (When acting as an OPERATOR) *As a general rule, TOTAL apply: -the international, national and local regulations -the same level of safety requirements worldwide *As far equipment is concerned, TOTAL apply: -the IEC and CENELEC standards -other standards may be accepted but requiring formal OPERATOR’s approval -equipment installed in explosive atmospheres must be certified by an official recognised Body

Explosive Atmospheres at TOTAL As far explosive atmospheres are concerned, the world is divided into 2 parts: *EUROPE =>ATEX mandatory *Outside EUROPE (except North America) =>in the past (before ATEX) same rules as in Europe

Today situation is as follows: *EUROPE =>ATEX to be applied - The ATEX directives 94/9/EC («Product») & 1999/92/EC («User») have been implemented in TOTAL facilities, as applicable. This has been a huge task, requiring a large mobilisation of people in all the plants as well as at the head office level. An ATEX w.g. has been created to write an « ATEX directives implementation guide » for presentation, explanations and rules to be followed. Intensive training sessions at head office, in affiliates at various levels.

*Outside EUROPE (except North America) =>No obligation to apply ATEX! - The ATEX directive «Product» has been made mandatory in all the plants (by TOTAL decision)

What about IECEx at TOTAL Generally speaking in Europe, little is known by end-users but more by manufacturers about IECEx, due to the ATEX impact. At TOTAL, people have heard about it, have read 1 article or 2, sometimes attend a conference where this topic was dealt with, but no more. Very few people have made a comparison between ATEX and IECEx (similarities and differences) The question which could be raised today is: « What would be the benefit for TOTAL to apply outside EUROPE the IECEx, instead of the ATEX directive «Product» (made mandatory by TOTAL) » has no answer today!

IECEx is not sufficiently known today in Europe(too recent!) But for the future the question is worth being raised, due to some areas of concern about the ATEX directive « Product» application: *Possibilities to accept a « self certification » (with no third party involved) for equipment of cat 3 (electrical & non electrical) and cat 2 (non electrical) This has been considered as not acceptable and TOTAL rules require the same certification procedures for cat3 equipment as the ones for cat2

The Declaration of Conformity (DoC) issued by the * The Declaration of Conformity (DoC) issued by the Manufacturer upon his own responsability is legal but of a technical limited interest for the end-user. In keeping with TOTAL rules the « EC type examination certificate » (similar to the IEC EX CoC) must be handed over to TOTAL. * Any standard may be applied TOTAL rules have imposed application of IEC or CENELEC standards only. Other standards require a formal derogation.

The number of Notified Bodies in Europe has increased * The number of Notified Bodies in Europe has increased from 15 a few years ago to about 55 today! There is some reservation/ doubt as for the competency of some NB’s. TOTAL takes into consideration the reputation of the NB proposed by the manufacturer during equipment/material evaluation phase.

Positive aspects of IECEx Certification Body appointment is based on a peer-review, number of CB’s is limited. All equipment of any category must be certified by a CB. Only IEC standards can be applied. On line Certificate of Conformity (EXTR+QAR) are available on the IECEx secured web site.

Positive aspects of ATEX Risks coming from non-electrical equipment included. Rules for safety of workers included (ATEX directive «User») ATEX new approach : responsability with the end-user?

Difficult for a global oil company to have 2 systems! CONCLUSION ATEX has been applied in Europe, Also outside Europe, the ATEX directive «Product» has been applied ATEX, as it is today, is not quite satisfactory IECEx is now « operational » but still very young, and not sufficiently known IECEx might be applied at TOTAL facilities outside Europe But TOTAL would have 2 systems ATEX in Europe IECEx outside Europe Difficult for a global oil company to have 2 systems!
