Sponsored Programs (SP) SP serves as the authorized institutional official acting on behalf of the Trustees of Boston University when working with external grant sponsors. Our role is: Proposal review, approval and submission Award review, negotiation, acceptance, and account setup Issuance of subcontracts (outgoing) Review, negotiation and acceptance of Industry agreements, Clinical Trials, incoming Material Transfer Agreements and Non-Disclosure Agreements Collaborate with Principal Investigators, Department Administrators, Post Award Financial Operations and Sponsors during the life cycle support of your awards

Sponsored Programs Physically located at 25 Buick Street on the Charles River Campus Pre Award Services is split into 3 teams comprised of SRAs, RAs, and award analysts* each lead by an Associate Director. Sponsored Programs (SP) New NIH salary cap: The Executive Level II direct salary cap has been increased to $187,000, effective January 8, 2017. Animal Assurance number has changed Effective immediately, BU’s Animal Welfare Assurance number has changed from A3316‐01 to D16-00204. This impacts both campuses and should be used on proposals going forward.   Grants.gov “Workspace”: Changes to the federal submission process   https://www.grants.gov/web/grants/applicants/workspace-overview.html The traditional method of applying for grants to federal agencies by downloading a package of PDF forms and submitting via grants.gov will be phased out in December 2017. New Proposal Submission Policy Effective 9/1/2016 All application administrative components should be submitted to SP at least 5 business days before the deadline to ensure proper review and compliance checks Proposals should be complete, final and ready for submission at least 3 business days before the deadline.

Policy Details Requirements for “on-time” Proposal Submission: SP Due Date (in Advance of Sponsor Deadline) As soon as known or minimally 10 Business Days 5 Business Days 3 Business Days   Required Proposal Components Notice of intent to submit a proposal Funding Opportunity Announcement (FOA) link Completed internal BU documents Completed sponsor administrative documents (ie. Sponsor form pages, Biosketches, facilities pages, subcontract documents, etc) final budget and justification Final technical components

Policy Highlights Every effort will be made to submit all proposals but SP can not guarantee successful submission of proposals that do not adhere to the proposal submission policy Depending on when they are received proposal review will be limited and the focus will be on submitting an electronically acceptable proposal SP reserves the right to first complete proposals received “on-time” If a sponsor specifies a deadline time after 5pm (i.e. midnight) – we will now be enforcing a 5pm deadline internally. SP is staffed from M-F, 9-5 Issues not identified at the proposal stage due to late submission will be addressed at award stage and could delay award issuance
