Challenges and opportunities for CEPT ECC PT1 activities on 5G Challenges and opportunities for CEPT Steve Green Chariman ECC PT1

ECC PT1 is the lead group on mobile in CEPT ECC PT1 is responsible for mobile broadband issues in CEPT European harmonisation of spectrum identified for mobile/fixed communication networks Sharing and compatibility studies in spectrum used by mobile/fixed communication networks CEPT preparation for WRC-19 agenda item 1.13 (frequency bands for future development of IMT) CEPT preparation for WRC-19 agenda items 9.1.1, 9.1.2 and 9.1.8 ECC PT1 is paving the way for the future of mobile

Technical work for WRC-19 agenda item 1.13 and IMT-2020 5G work in ECC PT1 Technical work for WRC-19 agenda item 1.13 and IMT-2020 Sharing and compatibility studies for bands in Resolution 238 CEPT inputs to ITU-R WP 5D on 5G parameters and spectrum needs CEPT inputs to ITU-R TG 5/1 on sharing studies Technology track Draft CEPT brief Footer - add copy here

5G work in ECC PT1 Our other 5G work Review of conditions for 3400-3800 MHz Band plan for 1427-1452 MHz and 1492-1518 MHz Building knowledge on indoor coverage IMT/MSS at 1518 MHz M2M via mobile networks Footer - add copy here

We need to get studies underway as soon as possible The challenge ahead We need to get studies underway as soon as possible CPM19-2 is in just over two years (Feb 2019) Draft CPM text is due in September 2018 This gives us six meetings of ECC PT1 (we have planned our meetings to align with the ITU-R TG 5/1 schedule) But some parameters will not be available before March 2017 2017 2018 2019 Deadline for 5G parameters Draft CPM text CPM Footer - add copy here ECC PT1 meetings

And we need to take account of RSPG views on 5G bands RSPG draft Opinion highlighted five frequency bands 3400-3800 MHz “The primary band suitable for the introduction of 5G use in Europe even before 2020” 700 MHz “5G will need to be deployed also in bands already harmonised below 1 GHz, including particularly the 700 MHz band, in order to enable nationwide and indoor 5G coverage” Bands above 6 GHz “This work should focus on the frequency bands proposed by Europe, in particular the bands 24.5-27.5 GHz, 31.8-33.4 GHz and 40.5-43.5 GHz. The RSPG intends to identify which one of these could be harmonised in Europe for early implementation” Footer - add copy here

We can move forward immediately on 3400-3600 MHz ECC PT1 is already looking whether the ECC technical conditions are suitable for deployment of 5G This band is already designated for MFCN Up to 400 MHz of continuous spectrum enabling wide channel bandwidth But there is a fragmentation of different national and regional authorisations We need to know what 5G in this band would look like We have asked 3GPP for information on the technical parameters for 5G in the 3400-3800 MHz band ECC PT1 expects to report in November 2017 Footer - add copy here

Is any work needed in 700 MHz CEPT harmonised 694-790 MHz for MFCN in 2015 2x30 MHz paired spectrum Aligned with 3GPP band 28 Technology neutral What does 5G in 700 MHz look like? Footer - add copy here

We can also start to think about the 26 GHz band The 24.25-27.5 GHz frequency band is in Resolution 238 for study under agenda item 1.13 Global mobile allocation from 25.25 to 27.5 GHz But we need to look at how 5G can share with the other services in this frequency band Data relay satellites (EDRS) EESS earth stations Fixed satellite service Adjacent band passive services Footer - add copy here

And we need to study all of the 1.13 bands CEPT needs to analyse and take a view on each of the frequency bands in Resolution 238 24.25-27.5 GHz 31.8-33.4 GHz 37-43.5 GHz 45.5-50.2 GHz 50.4-52.6 GHz 66-76 GHz 81-86 GHz Footer - add copy here

ECC PT1 is ready for the challenge Our work is driven by contributions 48 contributions to last meeting, of which 14 contributions on technical matters related to 5G bands We're waiting for 5G parameters for studies But we are agile: we can make rapid progress between plenary meetings in dedicated groups Footer - add copy here
