JSCB – Phase II Legislation Special Legislation authorized facility improvement work on 14 buildings projects with a not to exceed budget of $300 million Budgets for individual school buildings will be limited to Maximum Cost Allowances (MCA) plus 10%. MCA also referred to as “Building Aid” is calculated based on NYSED regulations, construction cost indexes and Building Aid Units (BAUs) in each facility Complex; but basically MCA is the maximum amount of building aid that a school building is eligible to receive; New York State reviews and approves the MCA

Building Condition Survey The State Education Department (SED) requires all School Districts perform a building condition survey The survey identifies, prioritizes and estimates cost to perform reconstruction necessary to maintain the buildings. Reconstruction work is then prioritized: Safety & Security – compliance with building code & American Disability Act (ADA) Infrastructure Improvements – compliance with building code Program Improvements
