Development of a Comprehensive Modernization Project at Burroughs Middle School Community Meeting January 20, 2016

Agenda  Overview  Program Goals  Analysis  Recommendations  Timeline / Next Steps  Questions and Answers comprehensive

Overview Burroughs Middle School was identified for the development of a “Comprehensive Modernization Project”  Board of Education approved in March 2015  1 of 11 schools identified…so far What does this mean?  A large-scale project is being developed to make major improvements to Burroughs MS’s facilities  The project will address the most critical physical conditions of school buildings and grounds  Focus on safety  Limit work on less critical items.  The project is developed based on data, analysis, and community input comprehensive Approximately 10 Times More Funding Than is Available Would be Needed to Address All the Capital Needs of All of Our Schools

Board Approved Goals  Schools Should be Physically Safe and Secure  School Building Systems Should be Sound and Efficient  School Facilities Should Align with Instructional Requirements and Vision  Projects will modernize, build and repair school facilities to improve student health, safety, and educational quality School Upgrade Program

Comprehensive Modernization Project Work Completed Conceptual Master Plans: 2010-2013  Performed by architects  Included input from school users and stakeholders  Produced a long-range roadmap to assist with future facilities improvements Facilities Condition Assessment: 2011-2015  Performed by District Maintenance & Operations professionals  Analyzed the condition of building systems  Identified when building systems are anticipated to require maintenance and/or replacement

Comprehensive Modernization Project Work Completed Educational Programming: Spring - Summer 2015  Developed by school site administrators and District leadership  Identified school educational vision and academic programs  Ensures facility improvements support educational programs Community Input: Spring 2015  Ensure the campus retains its historic eligibility  Congestion during student drop-off and pickup needs addressing  Technology needs modernizing  Portable buildings should be removed  Aging facilities need upgrading

Comprehensive Modernization Project Work Completed Topographic, Geological and Utility Surveys: Spring - Summer 2015  Performed by professional surveyors and geotechnical experts  Easements and utilities identified  Soil conditions analyzed  Utilized to gain understanding of various complex site conditions Infrastructure Analysis: Spring - Summer 2015  Performed by architects and engineers  Capacity and condition of underground and above ground utilities were analyzed including:  Sewer, storm water, plumbing, electrical, low voltage systems, heating and cooling, etc.  Utilized for budgeting and scoping major building system upgrades and/or replacements

Comprehensive Modernization Project Work Completed Seismic Evaluation: Spring - Summer 2015  Performed by structural engineers  Buildings with characteristics identified by the State of California Assembly Bill 300 were evaluated  Utilized to determine whether seismic upgrades are needed  If upgrades were identified, the extent of work required to further ensure safety was evaluated Historic Evaluation: Spring - Summer 2015  Performed by architectural historian  Conducted research on history of school facilities and sites  Existing buildings and sites were surveyed and analyzed to identify character-defining architectural features  Utilized to gain understanding of historic resources

Burroughs Middle School What we learned Historically Significant Buildings: Main Administration/Auditorium, Classrooms, Shop and Gym Buildings Major Findings  Seismic Evaluation  5 buildings require structural upgrades  26% of classrooms in portables buildings  Campus infrastructure in poor condition  Underground utilities  Storm water  Accessibility constraints  Heavy vehicular congestion  Campus security GIRLS LOCKER N BURROUGHS MS CAFETERIA / CLASSROOM ADMINISTRATIVE / AUDITORIUM GYM CLASS SHOP KEY HISTORIC BUILDINGS PORTABLES SEISMIC BUILDINGS
