All slides will be submitted to the instructors electronically (Blackboard/Shared Drive) and hard copy (printed 2 slides per page and double sided) Each team will designate a PM and Deputy PM to present the results of the analysis prepared by the team. You will have 1.5 hours for research and development of the practicum solution. The PM and Deputy PM will have 8 minutes to present their designated slides.

JRATS/JTAMS Descriptions Provide a brief summary of the background of the JRATS Program (ACAT, MDA, system overview): Provide a brief summary of the background of the JTAMS Program (ACAT, MDA, system overview): What is the current status (where are we in the Acquisition Process in terms of Milestones, Reviews, and approved or working documents)? Practicum 1 Described in the situation and in the front portions of every major document prepared. REFERENCES:

JTAMS Operational Concept Describe the JTAMS required capabilities (use the OV-1 to provide your overview) OV-1 Required Capabilities Practicum 1 Job Aids/System Engineering Plan/FROM THE JTAMS SEP – OV-1 REFERENCES:

AoA Analysis What are the 3 alternatives in the AoA? What did the MDA direct? Why is this a good recommendation? (address capability and cost) What are the potential implications for sustainment? Practicum 1 From the JTAMS AoA found in the Job aids/Analysis of alternatives folder: REFERENCES:

Acquisition Model Selection Select one of the models for JTAMS development, explain the model in additional detail (include risk), and justify your selection. Selected Model Depiction Model Overview (including risk): Practicum 1 Student Scenario, DOD 5000.02, AS Justification: 5 REFERENCES:

Clinger-Cohen Act (CCA) Compliance # Compliance Action Documentation 1 Make a determination that the acquisition supports core, priority functions of the DoD. 2 Establish outcome-based performance measures linked to strategic goals. 3 Redesign the processes that the system supports to reduce costs, improve effectiveness and maximize the use of commercial off-the-shelf technology. 4 Determine that no private sector or government source can better support the function. 5 Conduct Analysis of Alternatives 6 Conduct an economic analysis that includes a calculation of the return on investment; or for non-AIS programs, conduct a lifecycle cost estimate. 7 Develop clearly established measures and accountability for program progress. 8 Ensure that the acquisition is consistent with the DoD Information Enterprise policies and architecture, to include relevant standards. 9 Ensure that the program has a Cybersecurity Strategy that is consistent with DoD policies, standards and architectures, to include relevant standards. 10 10. Ensure, to the maximum extent practicable, (1) modular contracting has been used, and (2) the program is being implemented in phased, successive increments each of which meets part of the mission need and delivers measurable benefit, independent of future increments. 11 Register Mission-Critical and Mission-Essential systems with DoD CIO (DoD IT Portfolio Repository) Practicum 1 DoDI 5000.02 Table 9 CCA Compliance; PRACT 1 CCA Analysis – identify the current status of the documents/actions required for CCA compliance – documents may be found in a variety of Job Aids folders REFERENCES:

Measurement Information Needs What are the information needs for the JTAMS sub-systems (Include a rationale for your selection)? Information Need Rationale Practicum 1 JOB AIDS/Measures: use Measurement ICM table (see columns “information categories” and “questions”) as a reference – identify appropriate information needs based on the needs of the program at this point in development What are the information needs for the JTAMS sub-systems? You will have to identify the information needs as you refer to the practicum materials. Write down the questions that you want the measures to answer. REFERENCES:
