Pennsylvania Ignition Interlock Program C. Stephen Erni Executive Director, PA DUI Association

Pennsylvania Department of Transportation In January of 2002, PennDot awarded a contract to the Pennsylvania DUI Association for the Pennsylvania Ignition Interlock Quality Assurance Program. The program oversees the quality assurance aspect of the ignition interlock devices approved and used in Pennsylvania, provide technical assistance to manufacturers, service providers and ignition interlock users; and ensures that ignition interlock manufacturers and service providers adhere to the PennDot specifications.

Ignition Interlock Quality Assurance Compiles a directory of service providers Compile statistics Monitor manufactures/service providers for compliance including random review of data Conduct quality assurance inspections of service providers/centers Survey participating clients

Ignition Interlock Quality Assurance Provide training to Law Enforcement Officers throughout the State. Provide training to the Courts, Probation and Parole and Alcohol Highway Safety Personnel. Provide refresher workshop training to installers

State Ignition Interlock Program Regulations Influenced by state impaired driving laws and agency policy. Regulations cannot conflict with state laws Keep up with device technology Essential component of II programs

Specifications-Regulations Administrative rules protect the integrity of the program and protect the State from possible liability. Identify procedures and practices, do not allow room for interpretation. Provide clear expectations to vendors for delivery of services. Clearly define program rules and regulations Clearly define program violations Clearly define required device configurations and settings which should meet or exceed NHTSA model specifications

Device Specifications: NHTSA Model Specifications: Keep up to date on revised model specifications. (1992 model specifications; 2013 model specifications). Keep informed on revisions and corrections to NHTSA model specifications. Rapid technology changes such as sensor technology, use of cameras, global positioning systems and real time reporting.

Program forms: Monthly reporting forms:(dates of installs, de- installs, location, client name, driver license number, vehicle type). Patch and Background checks on individuals installing devices. Inspection checklist: Assure that state regulations are being followed, proper tools, wet bath vs dry gas calibrations, view activity such as installs, de- installs and monitoring. Verification of technicians

Program forms Refresher Workshop training forms: ( provide training to installers on program rules, state requirements, equipment requirements ). Client feedback survey forms: random sampling of clients on the program at (a)time of installation, (b) three months into the program (c) time of de-install. Tamper notification forms: detailed report from the vendor on the tamper; photos; data logs.

Program Forms Request for reduced air volume: (requires physician to provide diagnosis of client’s diminished lung capacity and approval from oversight agency). State Authority Training: The Pennsylvania DUI Association provides training to law enforcement, judicial, probation and parole officers along with highway safety personnel.

Pennsylvania DUI Association Created Step by Step procedure for Law Enforcement vehicle stops involving ignition interlock. Creating a Step by Step procedure guide for installation sights. Created website to direct clients to vendors in specific zip code areas.
