4 How do we overcome reciprocity issues?

5 Building a foundation The first step to overcoming reciprocity is understanding that there is no overnight solution. The second step to overcoming reciprocity issues is understanding that it takes hard work and contribution from multiple stakeholders to address the issues. 6 2015 multi-state ignition interlock forum
Representatives from 15 states met to discuss reciprocity issues and brainstorm ideas. Members worked together through information sharing and relationship building to build a foundation to overcoming reciprocity issues. A mobile application, “Approcity”, was created and rolled out in March of this year. “Approcity”: Contains contact information for individual states. Contains ignition interlock specification and regulation information for individual states. Contains a link to our new Facebook page, “Reciprocity Exchange”. Contains a field for individuals to submit reciprocity questions. Attempts to provide a middle-ground regarding interlock settings for dual requirements

8 Association of ignition interlock program administrators (AIIPA)
The Association of Ignition Interlock Program Administrators (AIIPA), in combination with the Traffic Injury Research Foundation (TIRF), provides an abundance of information on other states and effective methods to program oversight and management. In addition, AIIPA has an annual conference which provides program managers and interlock vendors from multiple states with an opportunity to network and share information to resolve issues. Other services provided by AIIPA include webinars, law enforcement training, judicial training, program oversight training, and an avenue to important contacts throughout the globe.

9 standardization Eventually the goal is to develop a standardization for ignition interlock specifications when there are dual interlock requirements. Some concerns with standardization are: BAC fail point level Lock-out times Rolling re-test requirements Calibration requirements Install and removal authorization requirements Fee triggers Dueling court orders Getting all of the decision makers to the table

10 How do we get there? Through state regulations as long as they don’t conflict with state code. Working with state legislators to change state code. Working with other states to find areas of flexibility. Using NHTSA guidelines as a default option.
