Purpose of the Manual “How To” Reference “…provides guidance to ensure consistent identification, recording, and reporting of expense and performance data from fixed MTFs.”

Exclusion of History 2008 2000 “C1.2.1. Overview. MEPRS evolved from two historical management systems, the Uniform Chart of Accounts (UCA) and the Uniform Staffing Methodologies (USM)….. In January 1985, under the direction of OASD(HA) and in conjunction with Tri-Service manpower and comptroller personnel, preparations began to merge the two systems; the project was completed in the fall of that year. The MEPRS Manual became effective with the processing of expense and performance data for the first quarter of fiscal year 1986 and was mandatory for use by all DoD Components.”

Addition of MMIG Roles & Responsibilities (2000) Issues Only “C5.3.1. Functional Changes …..All issue papers … in this category shall be forwarded through the respective Military Service chain of command to the OASD(HA)TMA Representative for further review, coordination, and resolution by the MEPRS Management Improvement Group (MMIG).”

Addition of MMIG Roles & Responsibilities (2008) Defined Responsibilities “C1.1.2.1.2. The MMIG, as the functional proponent for the DoD MEPRS program, shall be responsible for the development, implementation, management, and integration of MEPRS policies, procedures, business practices, and system requirements. The MMIG operates under the auspices of the TMA Resource Management Steering Committee (RMSC) and, through the MMIG charter, is empowered to jointly resolve tri-Service issues in favor of a single, standard, and binding MHS solution.”

System Change Request (SCR) Process 2000 – Service MEPRs personnel submit SCRs directly to IT 2008 – MEPRS Program Office submits SCRs as needed based on Issue Paper “When required, the MEPRS Program Office coordinates with the EAS Program Office and other automated information system representatives for preparation of the necessary SCR.”

Issue Resolution Process

Issue Resolution Process Phases “C4.5. Issue Resolution Process: General The issue resolution process is divided into 4 phases ... Only issues that cannot be resolved at the Service level and that have a tri-Service impact should be forwarded to TMA.” Phase 1 – Initiation Process Phase 2 – Initial Review And Tracking Procedures Phase 3 – Issue Coordination And Resolution Phase 4 – Final Disposition Of Issue And Prioritization Of System Change Requests (SCR)

Issue Resolution Process Procedures “C4.10. Processing Procedures. If (when) …. the MEPRS representative of the sponsoring Military Service submits an issue paper to the TMA MEPRS program office, the following procedures shall be followed.” MEPRS Program Office (MPO) reviews, analyzes, and distributes to Services (Evidence-Based Analysis) 15 Services provide comments to the MPO 15 After receipt of comments MPO coordinates meeting if needed. 15 MPO processes coordination & disposition of the issue 30 Manual Update and EAS Coordination. 10 Written notification of issue resolution & appropriate actions to Service(s) by MPO. 15 Actual changes to DoD Policy occurs through use of a Change Transmittal Memorandum

Issue Resolution Process Vetting Process “C4.8.3. If the MMIG is unable to reach a resolution on the issue, the issue will be forwarded to the OASD(HA) Tri-Service RMSC for review and, if possible, resolution. C4.8.4. Issues not resolved in favor of a single standard and binding tri-Service solution by the RMSC will be forwarded to the Executive Director of TMA and the Deputy Surgeons General for their assessment. C4.8.5. Issues which still cannot be resolved in favor of a single, standard and binding solution will then be forwarded to the OASD(HA) and the Surgeons General for resolution. C4.8.6. Upon final resolution, the issue will be returned to the MMIG for MHS-wide implementation and oversight.”

Structured Approach to Issue Resolution BUSINESS RULES Issue Resolution could involve – A problem with the Policy A problem with the Business Rules A problem with the Data and/or Data Analysis  not all of these lead to an SCR being developed (often times, however, issues with the Business Rules drive an SCR) POLICIES ANALYSIS DATA SURVEILLANCE TRAINING & EDUCATION
