Updates on the BPLS Program (Period Covered: April 1 - July 31, 2011) Good afternoon, let me present to you updates on the BPLS program from April 1 to July 31, 2011.

Accomplishments As to accomplishments: We would like to underscore that the accomplishments under this program be co-attributed to our development partners (e.g GIZ, USAID under its LINC-EG project, AECID under its SLGP project, WB-IFC and CIDA under LGSP-LED) who unwaveringly supported the activities that were undertaken under the program

Accomplishments BPLS Roll-Out: Component 1 As of 31 July 2011, 221 LGUs have already completed all the necessary processes in streamlining. (180 LGUs from the 480 target list; 41 LGUs are non-target). 119 LGUs are currently undertaking the different processes (steps, days, forms, signatories) (89 LGUs from the 480 target list; 30 LGUs are non-target).

Other Accomplishments BPLS Help Desk and Help Line (https://sites.google.com/site/bplsph/) BPLS M&E Project Proposed BPLS Business Model Reform Toolkit for Project Teams Guidelines on BPLS Computerization Guidelines on Business-Friendly Local Inspection System Policy Note on BPLS Program (ongoing) There was also developed - a BPLS Help Desk which is an online help facility for the exclusive use of DTI and DILG field coaches.  This website provides online support and resources to the coaches as they conduct their BPLS streamlining workshop and other planned rollout activities.   The Help Desk website features the following: BPLS Helpline:  The helpline is a learning tool for BPLS coaches to post question and share answer on issues and challenges encountered in the field.   BPLS Nationwide Streamlining Program:  Provides  the background for the initiative, its objectives and the target accomplishments. National BPLS Standard: presents and  the key elements of what the country aims for in terms of streamlining. Target LGUs in the BPLS Program: present the government selection criteria,  the  list  and schedule of local governments to undergo streamlining process until 2014. Policy Issuances and Guidelines: Contains the official documents, announcements and agreements related to BPLS between  DTI, DILG, the Philippine Development Forum and LGA. BPLS Knowledge Products/Files: Contains downloadable presentation materials useful in conducting streamlining workshop and field level activities. Frequently Asked Questions: a collection of   questions on BPLS and the associated answers, based on policies and actual experiences. Directory of Coaches: A listing of all field level coaches and LGU personnel that can be tapped for technical assistance on BPLS. Updates and Events: Information and news on recent BPLS activities being conducted across the country.

Program FOR 2011

What’s the Target for 2011? Bringing the “completed” LGUs to Automation Level Ensuring the “on-going” LGUs to complete the re-engineering process Establishment of a robust BPLS M&E System Building-up of a BPLS Advocacy/Marketing Program Establish the BPLS Certification System For 2011, major activities across the regions would focus on ensuring the provision of technical assistance to those LGUs that have started reforming their systems in 2010 plus the remaining targets for CY2011. These activities would include massive orientation for LGU “buy-in”, conduct of streamlining workshops and Coaching.

Support Activities Continuing Education of Coaches On-Line Coaching through the BPLS Help Desk Development of BPLS Certification System Massive Information and Education Campaign (Executive’s Forum) given this, the following support activities shall be undertaken to contribute towards the attainment of the program goals:
