Mobilizing and transferring knowledge on post-2012 climate policy implications Dr. Charikleia Karakosta, Ms. Anastasia Ioannou, Ass. Prof. Alexandros Flamos, University of Piraeus Research Center (UPRC) 7th International Scientific Conference on Energy and Climate, 8-10 October 2014

The Challenge… Much information is already available for climate policy stakeholders but the way the information is presented is often: difficult to access not in the right format of limited use for stakeholders.

The Project… Acronym: POLIMP Title: Mobilizing and Transferring Knowledge on Post-2012 Climate Policy Implications EC funding: 1.0 Million€ Start date: 1st of May 2013 Duration: 3 years

The Consortium… JOINT IMPLEMENTATION NETWORK (JIN) - Netherlands CENTRE FOR EUROPEAN POLICY STUDIES (CEPS) - Belgium UNIVERSITY OF PIRAEUS RESEARCH CENTER (UPRC) - Greece UNIVERSITAET GRAZ (UNI GRAZ) - Austria ECOLOGIC INSTITUT Gemeinnützige GmbH (ECOLOGIC) - Germany CLIMATE STRATEGIES LBG (Climate Strategies) - United Kingdom FUNDACJA NAUKOWA INSTYTUT BADAN STRUKTURALNYCH (IBS) - Poland

We aim at... ….Identifying where knowledge gaps exist what future international climate policy directions may look like and… what these imply for policy and decision makers internationally and within the EU.

Project Objectives (1/2) Identify knowledge gaps on possible directions of climate policy making and their implications for EU stakeholders. Collect and synthesize knowledge of possible climate policy directions and their implications into ‘information packages’. Support policy and decision makers in taking well informed decisions, thereby reducing uncertainties and mitigating the risk.

Project Objectives (2/2) Facilitate communication among various research components and knowledge dissemination among various stakeholder groups. Track down links between the outcome of the UNFCCC negotiations and EU-level and domestic policy actions in selected country-parties.

Work Modules (1/6) Stakeholders Climate policy projects Module 1: Living climate policy database WP2 WP3 Stakeholders Module 3: Climate policy knowledge platform WP7 WP5 Module 2: Climate policy knowledge procession Climate policy community of practice WP4 WP6 Climate policy negotiations

Work Modules (2/6) Module 1 POLIMP partners will assimilate the in-stock knowledge on climate policy issues in a running database. POLIMP will bring together findings from: climate policy analysis projects; legal studies; studies on existing and new market mechanisms; projects on international cooperation and technology transfer; financial aspects of climate policy.

Work Modules (3/6) Stakeholders Climate policy projects Module 1: Living climate policy database WP2 WP3 Stakeholders Module 3: Climate policy knowledge platform WP7 WP5 Module 2: Climate policy knowledge procession Climate policy community of practice WP4 WP6 Climate policy negotiations

Work Modules (4/6) Module 2 Coordination of the knowledge gained from: research projects policy making practices regarding the effects of climate policies (current and future climate agreements) on the effectiveness of a new regime in delivering the mitigation objectives (creation of ‘‘knowledge packages’’).

Work Modules (5/6) Stakeholders Climate policy projects Module 1: Living climate policy database WP2 WP3 Stakeholders Module 3: Climate policy knowledge platform WP7 WP5 Module 2: Climate policy knowledge procession Climate policy community of practice WP4 WP6 Climate policy negotiations

Work Modules (6/6) Module 3 Effective dissemination of the knowledge packages to the various stakeholder groups; Web-based knowledge platform reflecting the current state of the project; Knowledge presentation & access through searchable databases, dossiers, blog entries and newsletters; Climate policy communication and knowledge exchange among targeted stakeholders.

Dissemination Means Policy Briefs Workshops & Events Distribution of promotional material with project results Scientific publication, special issue of a knowledgeable international journal E- activities: website, e- newsletters, videos, etc

Results (1/2) Creation of a thematic knowledge base on climate change mitigation, adaptation, technology transfer, finance and market mechanisms. The knowledge collection and processing network will enhance the insights of policy and decision makers on possible courses of international climate policy making.

Results (2/2) Reduction of the uncertainty of policy and decision makers and better understanding of the consequences of different policies and climate regimes. Trust among policy and decision makers so that they can strengthen their efforts for implementation of the ‘Climate and Energy package (20/20/20 targets)’.

Knowledge needs analysis... In-depth interviewing and self-completion questionnaires (October - November 2013): 39 respondents : Questionnaire content: 1st section: Frequency a knowledge need arises, success in finding answers to these knowledge needs. 2nd section: Methods of searching and using information. 3rd section: Focus on the knowledge needs.

Identification of knowledge needs... Main associated knowledge needs: …. has been structured along 11 topics: Renewable energy Emissions trading EU climate policy in general Financing Agriculture and forestry International climate negotiations 7. Industry 8. Energy policy in general 9. Energy efficiency 10. Adaptation 11. Transport Interaction of different climate policy instruments and different targets; Cost-effectiveness of targets; Carbon-pricing instruments (ETS, taxation); Actions in other parts of the world, compared to the European Union.

Procession of Knowledge... ...and compilation of ‘‘knowledge packages’’ based on knowledge needs. E.g. EU climate policy in general EU climate policy targets Climate & energy policy targets. Interaction GHG, RES,EE targets, cost effectiveness, internal effort sharing. EU climate policy mix Comparison climate policy instruments. EU ETS State of implementation. Price development. Present options for reform. ....

Dissemination of knowledge... ‘‘Knowledge packages’’ will be communicated to stakeholders through an online platform and thematic workshops. ‘‘Climate policy info hub’’ (http://climatepolicyinfohub.eu/). The Platform will be available by the end of October 2014.
