SECOND REFEREE RESPONSIBILITIES & MOVEMENTS TECHNIQUE Rules of the Game and Refereeing Commission

Before the match The 2nd referee must measure the height of the net before the toss by means of a measuring rod (if possible metallic) designed for this purpose and belonging to the required auxiliary equipment of the court. VIDEO The 2nd referee must measure the height of the net as following: First from the middle of the net. Second from the side of the 1st Referee. Third from the side of the 2nd Referee. When you use the measure rod to check the net, the rod must be hold vertically of the surface of the court. The 1st referee observes this from the attack line

Before the match The 2nd referee takes possession of the 5 match balls before the match and checks that all of them have identical characteristics (color, circumference, weight and pressure). The 2nd referee is then responsible for them throughout the match and will assist in returning the balls to the court manager at the conclusion of the match.

Before the match The line-up sheet must be checked by the 2nd referee and by the scorer, before the scorer records the line-up data in the score sheet. He/she must check if the players’ numbers listed on the line-up sheet correspond to the players’ numbers listed on the score sheet. If not, the line-up sheet must be corrected and another one requested by the second referee. Where a Tablet is used for Challenge and Substitution, the checking must still be performed – mistakes at the start can have severe consequences later. The 2nd referee must check that the reserve players are seated on the bench or are in the warm-up area. Players in the warm-up area during sets cannot use balls.

During the playing Protocol Check the uniform of the players (match uniform and checks the color). Shirt must be inside the short before the start of protocol (also before each set). Check the number of the official who is allowed to sit on the bench and then are allowed to participate in the warm-up. Check the official uniform (all the same). Receive 3 copies of the line up sheet and first go to the jury president and give 2 copies and original to the scorer. Where coaches are using the Tablet software, this will be relayed directly to the Jury table and is repeated on the Referees’ Tablets too. Here there is no need for a paper line up sheet.

During the playing Protocol Check the numbers of the starting player first during the presentation by the announcer. Double check from a position at the substitution zone the line-up sheet according to the actual position of each player on the court. (If there is any discrepancy, call the game captain, and show him the mistake). VIDEO (If the coach request substitution, you must formally carry out the substitution procedure). Don’t carry the ball during checking the line-up sheet – after checking the line –up distribute the balls).

During the match Take the correct and good optical position for the action being monitored The appropriate movement of the second referee is very important to perform his/ her duties successfully. VIDEO During the service hit Be with the receiving team - not very close to the court and not very far from the post Don’t stand behind the post all the time during the rally but move to take your position by using foot work (steps) - DON’T RUN!

During the match If the action is close to the 1st referee’s side of the court, move close to the post. If the action near the 2nd referee”s side, step back to see the direction of the ball (if touched by blocker or net). Be in the side of the blocker. Step to the side of the team which made the fault.

In case injury of the player Immediately stop the rally.

In case of injury of a player Stop the game immediately Go to check the injured player. If it is serious, call the medical assistant. (Don’t hurry) VIDEO Proceed step-by-step the injury rule. Normal legal substitution. If not available, exceptional substitution. (What is the meaning of exceptional substitution?) It means that any player not on the court except Libero and his replacement can be substituted. Pay attention : the injured player cannot return to the court until the end of the match. If no possibility of an exceptional substitution, authorise a 3 minute recovery time.

During play at the net During the exchange of play near the net, the 2nd referee must concentrate on controlling the illegal touch of the whole net on the blockers side, on all illegal penetrations beyond the centre line and on the illegal playing actions on the side of the block (receiving team). Whistle if : 1 – penetration under the net. 2 – a faulty contact with the net 3 – a back row player completes an attack hit from the front zone or blocks. 4 – there is a completed Libero attack when the ball is entirely higher than the top of the net and/or setting from the front zone by overhand finger pass. 5 – illegal Libero replacement occurred

New rules Whistle also for: the ball that crosses the net totally or partly outside of the crossing space to the opponent’s court or contacts the antenna on his/her side of the playing court AND the served ball and the 3rd hit passing over or outside the antenna on his/ her side of the court

Substitution The 2nd referee will stand between the net post and the scorers' table and – unless the substitution is shown by the scorer to be illegal – make a signal (crossing of the arms) for the players, to exchange across the sideline. Even with Tablet driven substitution, this supervision can be performed to encourage fast exchange by the players. In case of multiple substitutions, the 2nd referee will wait for the scorers hand signal, that the previous substitution is registered and only then he/she will proceed with the subsequent substitution. With the Tablet, there is no possibility of illegality – so permit all together. VIDEO According to the actual method, the case of delay sanctions when substitutes are not ready to enter the match, should be minimized It is the 2nd referee's and the scorer's responsibility, not to use the whistle or the buzzer if the substitute player is not ready as requested (Rules 15.10.3a and 15.10.4)

During To & TTO After authorizing TO he counts the 30 seconds. During TO and TTO, the 2nd referee should not stay in a static position. The 2nd referee can adjust the movement pattern to turn: To the teams, to make sure they move close to the benches. Toward the scorer, to control his/her work. To the assistant scorer, to obtain information about the position of the Liberos. To the 1st referee, to receive and/or to give information, if necessary. To the teams to prevent any attempt to re-enter before the end of the time out, and to determine if the Libero is about to attempt a “hidden replacement”. Pay attention: by the new mopping system, there is mopping with sticks during TO and TTOs

IMPORTANT: If the ball is crossing the external space especially near your side, must take the good position and whistle immediately if the player did not try to retrieve the ball. Improper Request The 2nd referee must ensure that any improper request is recorded in the special section in the score sheet.

Cooperation with the Refereeing Corps Take a good optical position, step to the side of the post, and make eye contact with the 1st referee after each rally. Cooperate with the Scorer (during substi-tution/time-out/challenge). Cooperate with the Assistant Scorer. (during Libero replacement or when both teams request substitution simultaneously)

ATTENTION TO DETAILS Pay attention to the reserve players on the warm up area. (not outside it, or using the ball). Pay attention to the reserve players sitting on the bench or not. Pay attention to the free zone whether it is clear or not clear. Follow the sequences of the hand signals, if the 1st referee whistles first, or 2nd referee whistles first or both referees whistle at same time.

The 2nd referee must check and sign the score sheet. At the end of the match The 2nd referee must check and sign the score sheet.
