New HECA guidance Guidance echoes 2013 guidance with some updates Loss of some areas (zero C homes) and some new questions Fuel Poverty Does LA have dedicated resource for FP? FP Strategy Own schemes and ECO schemes How are FP targeted and evaluated? Partnerships (health, Social care, suppliers and charities)

New HECA guidance ..2 Boilers and Heatpumps Smart Meters Replacement boiler schemes? ECO limit of 25K Quality control Building control How are novel technologies quality assured? Smart Meters What support are LA doing in the Smart meter rollout? Linking energy efficiency improvements to rollout? Use of new data? Minimum EE Standards in PR Sector What enforcement plans? Any resource to enforce? Plans to link enforcement to other PR schemes (licensing)

Eco 2t Flex Statement of Intent First task for any flex scheme is LA Statement of Intent LA must set out Publicly their approach Expect internal scrutiny or Governance Must include criteria for FP / LIVC Must include how eligible households identified/targeted Must be published before any declaration BEIS to issue template but no control OFGEM will audit timings and check SoI

Eco 2t Flex Declarations Document that proves eligibility of addressee Must include reason (FP/LIVC/ in-fill) Think about data protection in sharing data with contractors/suppliers/OFGEM etc A separate form for in-fill (including %) OFGEM top audit suppliers for copies of declarations and in-fill % May check with LA BEIS will issue template Each declaration to have URN (guidance to follow)

Targeting Guidance will offer some very complex methods Resource intensive Reference to SAPs and Nice Guidance No requirement to use these as yet

POST note on Future Energy Efficiency Policy POST- Parliamentary Office of Science and Technology Govt to publish proposals in Emissions Reduction Plan in early 2017 Options likely to arise from BREXIT Barriers to improvement finance, perverse incentives, hassle, poor returns and lack of confidence Regulation, economic policies and behavioural polices can work but no evidence which does!
