A Neighbourhood Development Plan for St Gluvias Cllr Chris Daly St Gluvias Parish Council

The story so far The Parish Council resolved at its July 2016 meeting to prepare a NDP The Parish Council has applied to designate the Parish of St Gluvias as a ‘Neighbourhood Planning Area’ – confirmed September Need a Steering Group to continue the process and write a Plan.

What is a Neighbourhood Development Plan? (NDP) A Plan which gives a right for communities to shape future development in the area Powerful document when deciding planning applications It is NOT a plan to stop development, such a plan would not be accepted Written by us. It gives you the right to have a say in future development In very simple terms, a neighbourhood plan is: •A document that sets out planning policies for the neighbourhood area. Planning policies are used to decide whether to approve planning applications •Written by the local community, the people who know and love the area, rather than the Local Planning Authority •A powerful tool to ensure the community gets the right types of development, in the right place.

What is a Neighbourhood Development Plan? (NDP) You can write a Neighbourhood Development Plan working with your Parish Council When completed and approved it will be adopted by Cornwall Council as planning policy for the area It must conform to National and Cornwall Local Plan policy

Why should we have one? It is for the present and future community Development would be sustainable and community led The right plan will preserve the character of the parish Careful and considered planning will enhance the parish economically and socially

Do they cost money to be written? It will cost money There are grants available (£9K) and if you wish to proceed with the NDP, the Parish Council can also budget for these costs in future years by a small increase to the precept Costs can be anything from £5K to £30K depending on whether consultants are used

What can a NDP do? Decide what new houses should look like and where, including affordable houses, Can improve local spaces e.g. playing fields, public open space, Can protect spaces and restrict areas from development, Help fund road improvements, Can draw upon relevant evidence in the Parish Plan.

Future housing in the Parish? St Gluvias is part of the Falmouth and Penryn Community Network Area The number of new houses is allocated to each Network (3,400) Falmouth and Penryn, Mabe and Budock have been allocated their own housing numbers (2,800) Reminder to be divided between us, Perranworthal, Constantine, Mawnan Smith and Mylor (600/5 = 120) Some have already been allocated and will bring down this number.

Future housing in the Parish? In theory all the required number of new houses could be built in just one parish and the other parishes in the Community Network would not have any Not likely that this would happen, but a NDP would also address this possibility
