1 Is there life after a Neighbourhood Plan?

2 What is a Neighbourhood Plan?
Parish Plan – A non-statutory plan produced by a parish council that sets out a vision for the future of a parish community and outlines how that can be achieved in an action plan. Neighbourhood Plan – A planning document created by a parish or town council, or a neighbourhood forum, which sets out the vision for the neighbourhood area, and contains policies for the development and use of land in the area. Neighbourhood plans must be subjected to an independent examination to confirm that they meet legal requirements, and then to a local referendum. If approved by a majority vote of the local community, the neighbourhood plan will then form part of the statutory development plan. Local Plan – The name for the collection of documents prepared by a local planning authority for the use and development of land and for changes to the transport system. Can contain documents such as development plans and statements of community involvement.

3 What is a Neighbourhood Plan?
‘Basic conditions’ Have regard for national policy Contribute to the achievement of sustainable development Be in general conformity with the strategic policies in the development plan for the local area; and Be compatible with EU obligation

4 What is Community Led Housing?
The legal form and activities of each community led housing scheme depend on the local context, but schemes that are genuinely community led all share common principles: The community is integrally involved throughout the process in key decisions like what is provided, where, and for who. They don’t necessarily have to initiate the conversation, or build homes themselves. There is a presumption that the community group will take a long term formal role in the ownership, stewardship or management of the homes. The benefits of the scheme to the local area and/or specified community group are clearly defined and legally protected in perpetuity.

5 Who Can Take Forward a CLH Scheme?
Broadly speaking there are 3 main ways community led housing gets delivered: Group led: Grassroots groups responding to housing need or demand, or people seeking to deliver their own homes. Extension of community based activity: Existing community based organisations with local roots decide to provide housing in addition to their current activities. Developer-Community partnership: A local authority/ landowner/ housing association or small builder wants to provide housing that benefits the local area in perpetuity. They access community-led housing expertise to recruit ‘founder members’ from within the community and support them to take over ownership/stewardship and/or management of the homes.

6 Why would you take this on?
Taking forward a CLH Scheme will take considerable time, energy and resources. So why would you do it? Not everyone will be able to afford to buy their own home – and not everyone will want to Different generations are looking for different types of homes Sustainable income source for your community Helping to keep your school, shop, PO or pub open You take control and ownership of new development in your community
