Neighbourhood Planning is a part of the Localism Act (2011).
Gives local communities greater power to shape development in their neighbourhoods,
by having a direct role in the formulation of planning policies at a local level.

4. The National Planning Policy Framework – Planners Bible
The National Planning Policy Framework sets out the Government’s planning policies for England and how these should be applied.
It’s policies cover the economic, social and environmental aspects of development.
It provides a framework within which locally- prepared plans for housing and other development can be produced.

5. Joint Core Strategy
Sets out policies that helped to provide a strategic planning framework for the JCS area.
Guides future planning decisions and helps to achieve the overall vision for the area.

6. Joint Core Strategy Provides:
the long-term vision and objectives for the area;
strategic policies for shaping new development and locations for new development up to 2031.
Adopted in December 2017, the JCS sits on top of the Borough Plan.

8. The Borough Plan
The Tewkesbury Borough Plan takes the JCS strategic policies and produces more detailed, locally-specific planning policies.
These will include local allocations of land for development and local policies to guide decisions on planning applications.
They will need to reflect and be consistent with the policies in the JCS.
Used to assess planning applications.
Once ‘made’ our NDP will be part of the Borough Plan

9. Neighbourhood Plans
A Neighbourhood Plan reflects local needs and wishes.
Resulting in specific policies and community action points.
But must be in general conformity with and reflect the strategic policies of the development plan for the area (JCS & TBP and so the NPPF).
It can focus development within specific areas.
This leads to its own Vision and Objectives.
