THE RED RIVER

ad valorem tax based on value of property in the district - FUNDING ad valorem tax based on value of property in the district - 2.34 mills (current) MISSION to work with Corps of Engineers to accomplish their mission to maintain authorized width and depth of the Red River as well as maintaining 24/7/365 lock operations. to acquire right of ways for Red River Waterway project. to participate in economic development for waterway area via assistance to ports to develop initial facilities and by providing and maintaining navigable channels between ports and the river channel. GOALS increase tonnage through economic development. continued funding support for ports. continued development of recreation areas at appropriate locations. support Corps of Engineers in their civil works effort.

The Red River Before the Red River Waterway project began, the river was full of debris making transportation dangerous and difficult.

Current Position 5 Lock & Dams 20 Recreation Areas (Over 2 million visitors - 2012) Public / Private Ports ( 8.2 M barge tons – 2011 – as reported by U.S. Corps of Engineers ) 6.3 M tons projected for 2016. Already surpassed initial projections. Today, the Red River is a 225-mile navigable and controlled waterway providing commerce, education, and recreational opportunities for future generations.

Economic Impact – over $45 million Major Tournaments 2009 & 2012 August 2013 Economic Impact – over $45 million Attendance – 231,000 plus Economic Impact $5.6 million Bassmaster Classic to return in 2016. The same or greater results expected from FLW.

LA Port Priority Program Primary goal to improve the infastructure of LA ports and harbors. Funded by the LA Transportation Trust Fund $20M average funding level Currently, amt. of program funds for one project limited to $15 million ($5 million/year based on historical level of funding). Construction of project can be phased in to allow for early construction. Recommended but unfunded projects can be built with 100% port funds and reimbursed by program when project is finished.

Projects – Red River Ports 24 (22 complete, 2 withdrawn) $61,201,648 committed $10,237,800 withdrawn $375,153,109 benefits 1,772 jobs created

Caddo-Bossier Port Projects 14 projects (13 complete, 1 withdrawn) $38,035,016 committed $637,500 withdrawn $252,414,705 benefits 1,577 jobs created or retained

Port Priority Program Projects Caddo - Bossier Port Commission Support Infrastructure 578-09-0015 support infrastructure Consists of: 1750 LF 2-lane service road, 3430 LF rail extension, 450 LF rail trestle crossing, 60,000 SF cargo dock, & utilities (including 20,000 LF gray water return & supply pipelines, potable water & sewer service) $10.1MM constr, $9MM state share, 267 jobs created Steelscape commodity: Cold Rolled Coils (master coils) 18-22 tons each, Zinc and Aluminum Ingots, Coated Steel Coils – Finished product 13 13

Significant and positive economic impacts on JBJ Waterway Over $2 billion invested by non-federal sources in projects on Red River which match or exceed federal investment - businesses locating on river … Benteler Steel, Ron-Pak - 20 recreation facilities - 10,000 estimated jobs (direct and indirect) - events and major tournaments … - Bassmaster Classic 2009 & 2012 with combined economic impact of over $45 million & combined attendance of more than 231,000 people. - Forrest Wood Cup - August 2013 - $5.6 million CY 2011 - 8.2 M tons shipped on Red River; surpasses 2016 projection of 6.3 M tons.
