1 - Issuing regulations Indicate: Who are the regulators for different modes of transport in your country –– according Law on Radiation Safety and Nuclear Safety - State supervision and control in the field of radiation safety and nuclear safety shall be performed by the Radiation Safety Centre (Regulator) What is the review process applied. Review if international recommendations or EU legislation will request

2 - Monitoring of transport operations Radioactive materials used in your country – mainly LLRW and sealed sources (Co-60; Cs-137; Am-241; Ir-192; Pu-238, 239; Sr-90; Kr-85; H-3) Type and quantity of facilities using radioactive materials - hospitals and RW repository, totally seven facilities Types of packages used – A, B and C type packages Number of packages transported by year ~ 25 More relevant shipments – 0? Point of entry, exit, transit routes – basically airport and land border crossing points Who can supervise and inspect packages/shipments On road – State Police + RSC At sea ports and on ships - Latvian Maritime Administration + RSC At airports and on aircraft - Civil Aviation Agency + RSC Railway - State Railway Technical Inspectorate + RSC

3 - Import-export of radioactive materials Prepare a detailed list of requirements for import/export of radioactive materials in your country. Include all the organizations involved. License QA program / radiation security instruction / security during transportation Designated workers / security adviser Dangerous goods declaration Approval certificates for transportation (dates, routes, final destination) Requirements for radioactive material, package technical project / design requirements and approval Requirements for transportation preparation Labeling requirements Requirements for transportation under special conditions Proof of compliance with all countries package crossing Control RSC, involved - Border police, Customs, State police, Latvian Maritime Administration, Civil Aviation Agency, State Railway Technical Inspectorate

4 - Establishing responsibilities How are the responsibilities established in your country for the transport of radioactive material? Operators involved in all process and have equal responsibility – producer, consignor, carriers, consignee.

5 - Training and distribution of information . Is the appropriate training available (for all modes of transport) For Consignors - yes For Carriers – partly For First Responders - yes For Radiation Workers - yes For Regulators - yes

6 - Emergency planning and exercises Do you have a national response plan? Yes – civil emergency plan. Is response to transport accidents/incidents covered in that? Yes. Are the proper authorities involved? Yes. Is the appropriate equipment available? Partly. Are responders properly trained? Yes. Do you have notification requirements? Yes. What about members of the public? There is plan have to inform public. When was the last emergency exercise for transport? Last year. Have you exercised the response plan? Table and field exercises.

7 - Compliance assurance and enforcement For your country, who is responsible for: Verification of compliance of packages: Documentation, Labeling, Doses – RSC. Verification of Shipments: Approval, Marking for transport – RSC + involved institutions (Border police, Customs, State police, Latvian Maritime Administration, Civil Aviation Agency, State Railway Technical Inspectorate). Compliance for carriers – RSC. Notification: How do you know if an incident has occurred? From carrier or police.
