Hans-Jakob Tebarth Digital Rights Management in a Classic Library. Developing and Testing an Electronic Reading Room in the Martin-Opitz-Library

The digital library on German culture and history in Eastern Europe was developed by the company ImageWare using MyBib eL on behalf of and in coordination with the MOB. The funds were made available by the Federal Government Commissioner for Culture and the Media as part of the digitization campaign in Part 1: Digi_96 – DigiMOB – eL MOB= 10 employees, of which three are scientists plus a few student assistants, some 300,000 books in the stacks, an external storage, thousands of archive documents, slides, postcards, maps …

MyBib eL Digi_96 The project 2013 f.(f.) The specific requirements of the German National Library are to be taken into account. Setup of the virtual reading room Creation and delivery of a complete software and workflow documentation Description of the interfaces to the DDB (or rather the DDB- /Europeana- conform transfer) Creation and documentation of the entire workflow from BCS- 2 (scan) to saving the master files on the MOB server and the derivatives on the hbz-server.

The MOB transfers the existing MyBib eL compliant data from BCS-2. Processing with OCR (optical character recognition) via BCS-2 and upload of the existing digital copies of the MOB (about books with 500,000 pages) to the virtual reading room Confirmation of the digital copies in the Central List for digitized prints (Digitalisate im Zentralverzeichnis digitalisierter Drucke (zvdd)) in conjunction with a permanent internet address hosted by the Hochschulbibliothekszentrum (hbz) Integration of digitized copies from the MOB previously placed online (under Integration of a statistic module (hits by day, month, year, total- licks and volume) with direct access from the MOB Adjustment of the electronic reading room rights management to the specifications of the MOB (initially restrictive access control: only digital copies which are without a doubt public domain are uploaded for public access, all other digital copies appear as present, but are only accessible outside of the MOB with specific access authorization – Level 1: employees, Level 2: registered readers. The message visible for the users is determined by the MOB)

MyBib eL Digi_96 If you want, the copyright was the decisive factor for awarding ImageWare with the MOB contract, because: Digitized public domain works from the MOB are to be made accessible to every visitor to the MOB website, respectively the MOB eL without charge or any further requirements Orphan works are initially restrictively displayed as digitally existent and the release can be decided according to future legislation Copyright prone works from the collection of the MOB can be virtually loaned to authorized (registered readers) interested parties (user number corresponds to the physically existing number of copies in the possession of the MOB) Works under copyright for which the MOB holds the rights

MyBib eL Digi_96 But let us now briefly focus on a few selected examples … Normal monograph, pre 1900 – public domain, general access postcard older than 50 years– general access Topographic map/ordnance map or city map – if possible copyright free Address book / Address books – OCR researchable Monograph with copyright, prelims visible, Information: The work can... respectively login for registered users of the MOB: The book can be digitally used or not used, because is on loan Periodical
