Methodology for performance evaluation of digital television broadcasting beyond 1st generation DTTB systems, including assessment of coverage Some countries who have completed the transition from analogue to digital terrestrial broadcasting are considering a further transition to 2nd Generation Digital Terrestrial Television systems. Studies to date undertaken on deployments of 2nd generation digital terrestrial television broadcasting do not meet the valuable records achieved in ITU-R Reports BT.2035, BT.2137 and BT.2143. The paucity of similar documents to those developed in the transition to 1st generation digital television broadcasting is possibly due to the formative state of the implementation of 2nd generation digital terrestrial television systems. In response to advancing reports on DVB-T2 deployments beyond the existing equipment trials this contribution proposes that Working Party 6A establishes a Methodology for evaluation of 2nd generation digital television broadcasting, including assessment of coverage

Bit rate and bit depth requirements for delivery of UHDTV television pictures Recommendation ITU-R BT.2073 specifies the use of the High Efficiency Video Coding (HEVC) standard as per Recommendation ITU-T H.265 ISO/IEC 23008-2 for ultra-high definition television (UHDTV) and high definition television (HDTV) broadcasting. - SD at 860 kbits/sec - HD at 2703 kbits/sec - UHD at 23,922 kbits/sec HEVC encoding was done using x265 version 1.2, and all quality measurements were done using the peak signal-to-noise ratio and structural similarity index. HEVC Main (8-bit) profile to allow quality matching with H.264 and MPEG-2 8-bit encoding.

- full range coding – 12 bits - luminance levels for skin tones Characteristics of the application of high dynamic range parameters and specifications to UHDTV picture formats Ongoing studies - full range coding – 12 bits - luminance levels for skin tones - image format signaling - colorimetry values - PLUGE test signals - Mapping to display with limited brightness range

DRAFT OP73 UHDTV QUALITY SPECIFICATIONS FOR DELIVERY OFHDTV PROGRAMMES This document recommends the format and quality of the video and audio associated with ultra-high definition (UHDTV) formats for television programme material delivered to the Australian terrestrial television broadcast industry in high definition (HDTV) format. This document deals with the UHD-1 specification (3840 horizontal pixels x 2160 active lines) and Standard Dynamic Range picture characteristics.

DRAFT OP74 UHDTV PRODUCTION FORMATS FOR DELIVERY OF HDTV COMMERCIALS This Operational Practice provides specifications for UHDTV production of video and audio associated with the delivery of HDTV commercials and recommends the formats and quality for file delivery to the Australian terrestrial television broadcast industry. It incorporates recommendations for the down conversion of UHDTV signal characteristics in accordance with Recommendation ITU-R BT.2020. N.B. the Australian terrestrial television broadcast industry seeks file delivery to the Australian terrestrial television broadcast industry with picture characteristics with Standard Dynamic Range.

Implementation of audio codecs in DTTV receivers shipped to Australia HE AAC AC-4 Next Generation Audio Systems – Audio Definition Model Free TV OP 75 Audio reference level for streamed media sound tracks

Implementation of HEVC in DTV receivers shipped to Australia References standard – ETSI TS 101 154 - Specification for the use of Video and Audio Coding in Broadcasting Applications based on the MPEG-2 Transport Stream? Profile, tier and level Luminance resolution Colour Parameter Information Supplemental Enhancement Information Frame rate

UHDTV and High Dynamic Range Referenced specifications for UHDTV – Recommendation BT.2020 Parameter values for ultra-high definition television systems for production and international programme exchange Referenced specifications for HDR – Recommendation BT.2100 Image parameter values for high dynamic range television for use in production and international programme exchange

Ongoing support for WST in DTV receivers Referenced standards ETSI EN 300 472 Digital Video Broadcasting (DVB); Specification for conveying ITU-R System B Teletext in DVB bitstreams b) ETSI EN 300 706 Enhanced Teletext specification
