Traffic Calming

Fifeville Neighborhood 2004-2007 Capital Improvement Projects (CIP) Lighting – Burned out street lights have been repaired. New streetlights along Orangedale Avenue and 9th Street do not have sufficient resident support to install. Traffic calming on Nalle Street Sidewalks on Cherry Avenue – Insufficient resident support.

Traffic Calming Considerations Emergency response – will it increase response time? Adjacent streets – careful not to ‘shift’ problem Maintenance – snow removal, long term costs Noise – Worst after initial installation

Nalle Street Engineering evaluation performed April 2005 85th percentile speed = 26 mph Average daily traffic volume approximately 500 vehicles/day Data did not support need for speed humps

Nalle Street Propose to stagger parking along both sides of ONE-WAY street. Will impact seven (7) parking spaces for transition areas Will require ballot of impacted residents

7 1/2 Street Engineering evaluation performed October 2005 Road width 20’ +/- Parking along one side Two parallel roads to east have same widths/parking but are ONE-WAY Cut through traffic to/from Cherry Avenue & West Main Street? Vehicles observed driving on sidewalk to pass

7 1/2 Street Propose to ONE-WAY section of 7 ½ Street from King Street to Nalle Street Direction proposed is SOUTHBOUND Addresses ‘south to north’ cut-through Need emergency response support (Police and Fire) Need residents support Results sent to City Council with engineering recommendation for ONE-WAY designation

Meeting Goals with respect to Traffic Issues Yes/No to ballot Nalle Street for parking shift Yes/No to ballot 7 ½ Street for ONE-WAY (Due to safety concerns may be obligated to recommend to City Council without neighborhood ballot results. If neighborhood supports measure, it will add weight to recommendation for ONE-WAY.)

New Traffic (or Other) Projects No funding available for new projects not in current CIP program. Planning Commission and City Council will approve new CIP program to start in July 2007. New program will prioritize projects based on neighborhood support as one important consideration. Funding will be available for larger projects; limited in number.

1998 Traffic Plan Not included in most recent CIP priorities. Resubmit as specific project(s) with adequate resident support under new CIP program.

Drainage Concern City staff was advised to contact neighborhood resident. Contact made. They could not recall issue. Agenda indicates 7th Street Water problems. Need additional information to adequately assess issue; incl. contact name/number?

Union Station Lot Determined to be an existing non-conforming use as a surface parking lot. Ordinance that requires paved parking lots was passed after parking lot in existence/use. Site plan to pave parking lot not approved because of inaction by applicant. City requests dust control as courtesy by lot owner – cannot require.
