introduction Document Description Reasons for Document Impact *DRAFT* UFC 4-310-03, DOD FUELS LABORATORY STANDARDS Dated 19 Sep 2016; Developed by USACE POL-MCX on behalf of FFEP Description Provides general criteria and standard procedures for the design and construction of military land-based Laboratory Facilities which test liquid fuels. Reasons for Document Provide guidance for planning, facility design, and construction documentation involved in the construction of new Fuel Laboratory Facilities. Serve as guidance for modernization or expanding existing Fuel Laboratories. Impact The requirements in this UFC will provide for uniform requirements for construction of DOD Fuels Laboratories based on required fuel testing requirements. The pieces were all here; the standard completed the puzzle Engineers and reviewers had no basis for the recommendations outside of good engineering practice Most of the labs are derelict We in the MCX all have a mission to protect the environment, protect the operators, and protect the aircraft

Architectural Requirements Basic lab Architectural Requirements Floors – Designed for spill control – recessed or other Cabinets – solid wood or metal construction Countertops – 4 inch backsplash, resistant to fuels and other chemicals (epoxy).

Mechanical Requirements Basic lab Mechanical Requirements HVAC – Minimum outdoor air; minimize turbulence around lab hood; controls integration between system and lab hood; slightly negative pressure relative to building Exhaust – 24/7 from within 6 inches of lab floor Energy efficiency – follow UFC 1-200-02 Plumbing – UFC 3-420-01; supply 130 deg F water to sink for cleaning

Electrical Requirements Basic lab Electrical Requirements Primary power – dedicated transformer; step down to 120/208 3-phase Secondary power – provide second transformer with 120/240 single phase secondary Lighting – generally non-hazardous, but some locations may require explosion proof ratings Outlets and switches – located above counter height, every 4 feet. Two 240V outlets at end of counters. Grounding – IAW with NFPA 70. Grounding bar for personnel and equipment must be provided at entrances.

Fire Protection Requirements Basic lab Fire Protection Requirements Lab walls – minimum 1-hour fire rated and UL fire-resistant construction Storage rooms – Class 1, Division 2, and Group D Sprinklers– required Lab buildings – Industrial occupancy; fire alarm and mass notification system; and IBC Type I or II. Base Fire Department – Coordinate for reviews, inspections, and occupancy permits.
