Transparent to the consumer, regardless of modes Reliable (quick and efficient are desirable, reliable is essential) Highly integrated with ITS and electronic information systems Supports effective public / private partnerships that combine public infrastructure with private delivery systems Provides diverse options – a more flexible, less vulnerable system
