Course Goal The goal of this training is to help data entry clerks properly enter IRS data into the AIRS database.

Course Objectives By the end of this course, trainees will be able to: Explain the importance of monitoring and evaluation for IRS Describe the AIRS M&E System Describe the 4 data collection forms that are entered into the AIRS database Demonstrate the ability to enter critical data into the database correctly

Session 1: Overview of IRS M&E System

Session Objectives By the end of this session, participants will be able to: Explain how IRS works Articulate the impact of IRS on malaria rates Describe the importance of M&E for IRS Outline the AIRS M&E system

Elimination Is Possible We aren’t there yet, but malaria elimination is possible.

Elimination Is Possible Requires implementation of programs known to work, including: Malaria testing to confirm suspected cases Prompt treatment with artemisinin-based combination therapy (ACT) Preventive treatment for pregnant women and infants Use of insecticide-treated bed nets Implementation of indoor residual spraying (IRS)

How Do We Know IRS Works? IRS is highly effective in protecting a community when: At least 85% of houses in a targeted area are sprayed There is widespread support from communities, district actors, and national government IRS programs have reduced malaria infection rates by 30-90% How do we know this?

Proving that IRS works With our aim to spray nearly every structure, significant resources are required An important part of IRS is being able to demonstrate our impact to stakeholders What parts of the program do you think we track and measure?

M&E system is STANDARDIZED Allows us to collect data in a uniform way, across countries and programs

Everything About IRS Can be Measured WHAT to Apply Consider: Safety, efficacy, cost-effectiveness, acceptability and availability of products HOW to Apply WHERE to Apply Consider: Staff skills and training, equipment and safety Consider: Coverage requirements and best targeting This is an extension of the definition of IRS that demonstrates that the Operations and M&E functions have an integrated role in all the key facets of IRS. WHEN to Apply Consider: Time required for covering target area, duration of effect and epidemiological requirements

Data is Collected and Analyzed as the Spray Round is Conducted Spray Operators Collect Household Data Reviewed by Spray Team Leaders Forms Collected and Sent to Data Center Daily Data Entered into M&E Database (within 24 hours) Data verified by data supervisors (10% are checked within 1-4 days)

Key Information During the Spray Round Effectiveness (are we doing the right thing?) Are we spraying at least 85% of houses? Are we spraying at the right time of the year to kill the most mosquitoes? Are we following the schedule? Are spray operator procedures being followed fully? Efficiency (are we doing it in the best way?) Are we completing the spray round as quickly as possible? How many houses are sprayed per spray operator per day? How many houses are sprayed per packet of insecticide?

Spray Teams and Data Teams Spray Teams and Supervisors need daily/weekly data to monitor and evaluate performance The M&E and data teams need accurate and timely information from Spray Teams to provide the data required The two teams work closely together

Data-based Decisions Planning: Supervision (monitoring): How many houses were found in this area last year? How much insecticide should we order? Which villages should be sprayed first, based on what worked last year? Supervision (monitoring): Which areas need to be covered next? Which areas are having problems? Which spray teams are moving too slowly/quickly? Which spray teams are using more/less insecticide?

Data-based Decisions Evaluation: Decision making: What worked well, and what didn’t? What can we do differently next year? What were our major problems or slow-downs? Decision making: Which spray operators should be invited to continue working for us? Which supervisors were most effective? How should we structure our teams? The data helps evaluate the spray operations, and helps identify weak team members. (IRS is so labor-intensive that individual performance is key).

Data Clerk Role As data collection clerks, you have an important role to play in the success of IRS Data must be entered quickly and accurately to ensure that spray teams and supervisors have the data they need If data is incorrect, in accurate or missing, teams in the field can not make good decisions
