Malawi Housing Corporation Over a year has gone now since the Malawi leader President Prof. Arthur Peter Mutharika launched the Public Service Reforms program. A lot has happened since and Malawi is forging in the right direction. The reforms were premised on having a public service that is professional, effective and efficient. This article takes stock of what has happened, what ought to have happened and how the future looks like.   Malawi Housing Corporation is to this end implementing various reforms with a view to providing excellent and efficient service to its valuable tenants. These reforms are: Amendment of the MHC Act Procuring of transaction advisory services Upgrading the Property Management System Expedite the construction of houses Fast tracking maintenance of houses Establishment of a dynamic website Translation of tenancy agreement into vernacular languages Introduction of customer service management system Implementation of an anti-corruption hot-line MHC CORE VALUES Commitment to Attainment of Mandate Quality Customer Care Quality Product & Timely Service Delivery Professionalism & Integrity Zero Tolerance to Corruption Recognition of Innovative Thinking Encouraging Team Spirit Equal Opportunities Adherence to Safety & Health Standards The Public Sector Reform Programme has been designed to facilitate reforms in several sectors including housing. The Public Sector Reform Commission, under the leadership of The Vice President, Right Honourable Dr. Saulosi C. Chilima, is championing the implementation of the reforms. MHC

Team work to bring about efficiency & effective change 4. Upgrading the Property Management System Introduce electronic record keeping to support paperless office initiative thereby reducing costs. Improve service delivery to the public by having an integrated system Improve efficiency as the system will provide interaction with other service provider i.e. banks & tenants 5. Expedite the construction of houses Construction of houses is one of MHC mandate but the corporation has failed to fulfil this mandate over the years because of luck of funds and other challenges which the corporation has been facing. MHC intended to construct 2,500 houses by 2019. This will ensure an increased number of beneficiaries for affordable houses. 6. Fast tracking maintenance of houses This will ensure : Improve customer satisfaction Enhanced confidence from tenants and the general public Provision of efficient and effective maintenance services Reduced future cost of maintenance Reduce safety and health risks Appreciation of the investment and property values Improved outlook of houses INTRODUCTION The Chairman Management & Staff of Malawi Housing Corporation are grateful to His Excellency The President Prof. Arthur Peter Mutharika and all parliamentarians for the passing of the MHC amendment bill 2016. in order to introduce provisions that will improve the service delivery of Malawi Housing Corporation (hereinafter referred to as “MHC”).   The passing of the MHC (amendment) bill by parliament has brought about excitement and enthusiasm to Management and Staff of Malawi Housing Corporation. MHC has for a very long time lagged behind in its’ efforts to improve service delivery for the benefit of all Malawians due to restrictions on the MHC Act of 1964. 1. MHC (AMENDED) BILL, 2016    The bill will allow Malawi Housing Corporation to operate as a commercial entity Provide MHC the mandate to improve service delivery to all stake holders. Ensure MHC to be self-sustaining as a going concern Allow MHC to raise funds by way of loans for development of land & buildings Allow MHC to construct commercial buildings MHC will enter into contracts for management of Government and private owned houses. Introduce a change in the reference to the office of General Manager to that of Chief Executive Officer. Allow MHC to carry out consulting service i.e. Survey , construction of commercial properties with government guarantying the loans 2. Establishment of a Research, Planning and Development Department Innovative ideas from the Research, Planning & Development department will ensure houses developed are in tune with customer desires. Enhancement of the Corporation competitive edge To ensure improved service delivery to the public Ensure quality control in products provided by the corporation 3. Procuring of transaction advisory services This will involve due diligence in all MHC operations This will ensure efficiency for private individual “planning” Vital in house construction Team work to bring about efficiency & effective change

Close monitoring of Project by line Minitery & MHC Management team DEMAND  The reforms will assist MHC to be able to meet the ever growing demand for decent housing for both private & public sector. TASK FORCE   It is for this reason that a task force has been put in place to champion the implementation of the MHC amended act to the full. MHC intends to maintain 1500 houses annually 7..Establishment of a dynamic website. MHC intends to establish an efficient and dynamic website to act as an interactive tool between MHC, the public and potential clients This will ensure Improved visibility of the corporation Provision of easier access to the organization services Improved interaction with customers Provision of timely information to current and potential clients To promote and market the corporation   8. Introduction of customer service management system A customer service desk will enhance the relationship and interaction between MHC and its customers. Customers and the public will be able to know where to go to register their complaints and also to inquire information about MHC. 9. Implementation of an anti-corruption hot-line MHC believes that the anti-corruption helpline will: enhance accountability and transparency in the corporation activities. Raise awareness to the public on the position of the corporation in regard to corruption Improve public trust and confidence Reduce cases of fraud and corruption Improve service delivery to the public Safe guardie corporation’s assets Close monitoring of Project by line Minitery & MHC Management team These reforms will go along way in improve the corporate image ,Service delivery, financial position and efficiency.
