7 Integrated Services : Impact in Service Delivery for Persons with Disabilities Webinar Objectives Webinar Objectives This Webinar will:  Describe the implementation of Iowa Workforce Development’s (IWD) Integrated Services (IS) approach to serving customers  Highlight the IS Model increased the number of IowaWORKS Centers’ customers self-disclosure of disability rate form 2-12%.  Highlight Iowa’s Integration Policy for Job Seekers with Disabilities.

8 Integrated Services : Impact in Service Delivery for Persons with Disabilities Disability Employment Initiative (DEI) The DEI is DOL’s new disability and employment initiative.  A major requirement is that grantees already be an EN or apply to become an EN 60 days after funding.  In September 2010, DOL awarded $21,276,575 to nine states for 3 years to improve the education, training and employment opportunities and outcomes of youth and adults with disabilities who are unemployed, underemployed, and/or receiving Security disability benefit s.

9 Integrated Services : Impact in Service Delivery for Persons with Disabilities DEI (Cont.)  The nine states that received DEI were: Alaska, Arkansas, Delaware, Illinois, Kansas, Maine, New Jersey, New York, and Virginia.  DEI projects build upon the ETA-funded Disability Program Navigator (DPN) initiative by hiring full-time staff, hired at the local workforce investment area level, with expertise in disability and the workforce system to serve as Disability Resource Coordinators (DRCs).

10 Integrated Services : Impact in Service Delivery for Persons with Disabilities DEI (Cont.)  The DEI projects build on effective practices of the DPN initiative and other successful models to improve coordination among employment and training and asset development programs implemented at state and local levels, including SSA’s Ticket to Work program, and build community partnerships that leverage public and private resources to better serve persons with disabilities and improve their employment outcomes.

The expectation is that all disabled job seekers become members and are served in Skills Development. The stigma of disability or lack of knowledge in the past has caused staff to exclude many job seekers with disabilities as “not job ready” or led to referrals to other agencies, away from workforce services.

The rule of thumb is determined by your role:  Yes: To provide a job seeker service, so appropriate services can be engaged to support the job seeker in successful achievement of their career objectives.  No: To provide a business service

All customers are invited to disclose a disability during Membership enrollment. If an individual discloses, follow-up efforts are made to assure the most appropriate resources are mobilized to the benefit of the member. If a member does not disclose, additional questions or service referrals will not be made.
