QUALITY ASSURANCE MODULE 3

Definitions Quality Assurance - A process/effort that ensures that processes are followed, that the processes of doing right things, the right way. When they (processes) fail to be used or fail to perform as expected we (Team or Owner) has a way to correct, adjust, or escalate the matter until it is resolved to everyone's satisfaction. Quality Control - A process of examining output for minimum levels of quality. The quality control team does not actually improve the quality, they just stop production when the measured quality drops below a given limit.

Caltrans ENGINEER'S AUTHORITY The Engineer makes the final decision on questions regarding the Contract, including: Work quality and acceptability B(6) Quality Control Plans Submit 7 copies of each authorized QC plan and make 1 copy available at each location where work is performed.

Prepare and maintain QC records, including: 1.Inspection types, results, and dates 2.Testing types, results, and dates 3.Inspector names and certificates 4.Acceptance criteria 5.Corrective actions

Caltrans QUALITY ASSURANCE A General The Department may use multiple QA methods for a material. Allow the Department to record, including photograph and video record, to ensure a material is produced to comply with the Contract. You may examine the records and reports of tests the Department performs if they are available at the job site. Schedule work to allow time for QA.

Caltrans 11 QUALITY CONTROL AND ASSURANCE GENERAL Section 11 includes specifications relating to quality control and assurance QUALITY CONTROL MANAGER Where a QC Manager is specified, assign a QC Manager before starting construction activities. The QC manager must be the sole individual responsible for: 1. Receiving, reviewing, and approving all correspondence, submittals, and reports before they are submitted to the Department 2. Signing QC plans 3. Implementing QC plans 4. Maintaining QC records The QC Manager must be responsible directly to you for the quality of the work, including materials and workmanship performed by you and your subcontractors….

Typical Org Structure

CM Team Responsibility (QA) It is the CM’s responsibility to monitor the effectiveness of the contractor’s QC program in achieving the level of quality specified by the contract. The CM should perform and document regular quality audits on the contractor’s program to ascertain that the program is working and effective. The CM must also promote the resolution of quality-related problems in a manner that achieves compliance with the specification requirements. CMAA 2011 Quality Management Guidelines

QA Activities During Construction Construction schedule Obtain an approved baseline schedule Monitor the schedule for adequate progress Inspection Adequate inspection activities at appropriate intervals Testing Tests occur at appropriate frequencies Some testing by contractor, some by inspector

QA Activities During Construction Reports and recordkeeping Ensure contractor is keeping records Maintain thorough QA documentation Ensure as-built plans are kept Changes Ensure contractor is following change procedures Non-conforming work Contractor should be reviewing his own work Ideally contractor should correct his own non-conforming work (log)
