QualIty MANAGEMENT Definition of Quality Quality in the constructed project is achieved if the completed project conforms to the stated requirements of the principal participants (owner, design professional, constructor) while conforming to applicable codes, safety requirements and regulations. QualIty MANAGEMENT Management of quality normally involves three steps: Quality planning – determining the relevant quality standards Quality assurance – planning the quality activities Quality control – keeping errors out of the process CIVL 493 CONSTRUCTION MANAGEMENT

Quality Control includes: setting specific standards for construction performance, usually through plans and specs measuring variances from the standards taking action to correct or minimize adverse variances planning for improvements in the standards The architects and design engineers set the criteria for construction, QC ensures that the physical work conforms to those standards CIVL 493 CONSTRUCTION MANAGEMENT

THE ISO 9000 SET OF STANDARDS The frame of reference for quality assurance is the ISO set of standards. The emergence of the ISO Quality Systems standard greatly increased the interest in formalized quality and certification. The role of ISO has also been important in coordinating the various national systems (Euronorm EN, TS, etc.) ISO 9000 registration, or certification, is increasingly essential for anyone wishing to supply large corporations or to tender for public contracts. Defines tolerances or ranges of acceptable variation for attributes such as: size, spacing, clearance, strength, finish, etc. Designers must understand the impact that higher standards and tighter tolerances have on cost standards of quality should be appropriate to the intended function and appearance CIVL 493 CONSTRUCTION MANAGEMENT

Quality of Conformance……. The degree to which the physical work conforms with the standards. Often measured in terms of “rate of rejection” Example: “x” rejects per 100 or 1000 Often applies statistical concepts and techniques CIVL 493 CONSTRUCTION MANAGEMENT

NON-CONFORMANCE REPORTS A non-conformance report (NCR) is an important instrument to register works that have been performed not in accordance with specifications. The finding of improperly done site work causes a NCR to be ‘raised’ and signed by both contractor and Engineer. The procedure for an NCR can be simplified as follows: A non-conformance is observed on site  NCR is raised and registered NCR is reviewed, typically by Engineer in collaboration with designer and contractor, etc. Engineer decides the disposition (action to be taken), these are typically one of the following: Demolish/Rework, Repair or Accept-as-is. Contractor carry out the disposition Works are checked to be in conformance with Engineers disposition Contractor takes appropriate steps to avoid recurrence CIVL 493 CONSTRUCTION MANAGEMENT

A Quality Manager may have the following duties: Setting up the quality system Writing procedures Staff training Monitoring performance of QA system Coordinate sampling of construction materials Ensure compliance with ISO9001 through internal quality audits Ensure that subcontractors QA system conforms with contract requirements Working with external assessors Revising and continuously improving the system CIVL 493 CONSTRUCTION MANAGEMENT
