2 Construction Manager’s Manual
Presentation Outline Summary Revisions to Manual Lessons Learned Construction Manager’s (CM) Manual will be released in March 2013 to reflect some changes. The CM Manual is to provide guidance to the Tollway Construction Manager for the successful administration of the Project’s Construction Contract documentation and observation. The CM should be aware that the Manual is contractually a part of and directly pursuant to the Proposal and Agreement for Construction Management Services. The CM is the Tollway representative on a contract whose primary purpose is to validate that the contractor is performing the work in accordance to the plans, specifications and the contract requirements.

5 Quality Assurance (QA) Quality Control (QC)
The Contractor is responsible for the quality control of their Work. The CM verifies compliance with QA/QC requirements to ensure that all components of the Contractor’s work conform to the plans, specifications, applicable standards and other requirements of the contract. An important element of Capital Program Procedure P6120 is the Consultant Quality Program-Construction Manager (CQP-CM). Capital Program Procedure P6000 defines what the CM needs to do to create the CQP-CM. 5

6 Daily Activity Report, Daily Report & Field Book
Form A-1B Daily Report Form A-1 The CM utilizes many forms of documenting the progress and construction activities being performed by the Contractor. Equally important is that the CM must be familiar with the Contract Documents, Specifications and Standard Drawings to insure the work is being performed properly. The information contained on form A-1B will provide a concise, accurate daily account of each Contractor/Subcontractor's labor, equipment, activities, location, and hours worked for the day, any problems that may be encountered on the job site, and significant discussions,………. Daily Field Book entries shall include the date, the weather, the individual’s initials, as well as crew and equipment counts, work observed/performed, measurements taken, sketches or any other pertinent information regarding the activities observed. 7 Punch List A list prepared by the CM of outstanding work items and/or work items not complete in conformance with the contract. A complete and thorough inspection of the project for the purpose of compiling a punch list of completions or corrections to be undertaken by the Contractor to bring the project to an acceptable condition. CM Shall Complete the form and send to the contractor. The CM should make sure the forms are complete. Typically the punch list should not be long. The punch list should be a continuous process throughout the contract. Punch list items should also be generated based upon review by representatives of Villages, IDOT, railroads, utilities, all applicable Tollway departments; and all other departments or outside entities involved in the project. Project Walkthroughs Walkthrough attendees: CM Tollway Maintenance Tollway PM Tollway GEC Tollway User Departments Contractor (Optional) Pre-Final Walkthrough General Project Overview Prior to Substantial Completion Punch List Available to Attendees Contract vs. Extra Work Items Article 5.11 Project Walkthroughs: To be scheduled in advance –NOT DAY BEFORE NOTICE Pre-Final Walkthrough The CM shall schedule a pre-final walkthrough to perform a general overview and review of the project. The walkthrough shall be scheduled at a state of completion to allow for a beneficial review of the project and at a time prior to the substantial completion date. The scheduled time shall consider project completion, maintenance of traffic, ongoing contract work, among other factors. The CM’s Punch List shall be made available to walkthrough attendees in advance of the scheduled walkthrough. This walkthrough is to establish supplemental items which need to be addressed prior to final completion. The CM shall be responsible to identify whether items identified during the walkthrough are contract or extra work items. 8

Article 5.11 Project Walkthroughs: To be scheduled in advance –NOT DAY BEFORE NOTICE Final Walkthrough Scheduled prior to contract completion at a point when the punch list items are complete. Prior to conducting the final walkthrough for a project, the CM shall provide to the attendees the final Punch List document along with a list of items that were deleted from the contract. 9

10 Final Punch List Punch List Items Which Are Closed
Documentation Provided To Indicate Why No Further Action Was Required By Contractor Physically Completed Final shall mean that the punch list items are closed which shall mean that they are either physically completed or that documentation has been provided to indicate why no further action was required by the Contractor. In addition to the final punch list the CM shall provide a list of items that were deleted from the contract and documentation why the items were deleted. Punch list items should also be generated based upon review by representatives of Villages, IDOT, railroads, utilities, all applicable Tollway departments; and all other departments or outside entities involved in the project. 11 Warranties Warranties in Proliance are used to generate reports that alert Tollway Representatives staff to inspect items prior to the expiration of the warranty. A Warranty Issue document is created by the CM and sent to the PM for closure. The CM creates one of three types of Warranty Issues:  Warranty‐Maintenance – Roads, bridges buildings, landscaping  Warranty‐Tolls Services – Toll collection equipment or apparatus  Warranty‐IT – Cameras, computers, technology devices 11

Tollway Website Documents Some of the documentation that can be obtained from the Tollway’s website are Construction Bulletins, Contractor Forms Contractor quality program manual Lane closure guide Among Others The CM needs to be familiar with the portions of the reference documentation that directly impact the CM's responsibilities to successfully administer the Project’s construction Contract documentation and observation. 13 Documentation Matrix For Construction
The CM needs to be aware of the Project Closeout Process. The “Documentation Matrix for Construction”, found in: Proliance -> Project 16 -> Catalog Cards -> Public communications -> CatCard Similar to what Jason Presented for the DSE’s the CM’s should be familiar with the Documentation Matrix For Construction. This document is very useful and I encourage you to use it and inform your staff about it. It serves both as a checklist to make sure that things are completed while also indicating where the documents should be stored, who generates the document, and how to name the document. Some examples of documents generated by the CM: Construction Progress Reports Traffic Control Observation Report Plan & Specification Changes Quality Records- Warranties Project Closeout-Punch Lists, Record Drawings, Final walkthrough report
