Strategic Planning Jeremy Malcolm Project Coordinator, Consumers International 23 April 2009

Recap on our objectives Overall project objective – ensuring that the consumer voice is heard in global and regional development of IP and A2K policy Two meeting objectives – brief members on Watch List and consumer survey – obtain member input into strategic plan on IP/A2K Session objective – Make a list of priority activities for the strategic plan

Methodology CI is to produce a strategic plan and work plan Plan should cover the next 2-3 years Assume that cost is no object (though actually it is) Group activities in three categories: – Intellectual property and Access to Knowledge – Communications rights and access to ICTs – Global Consumer Dialogue (process issues)

Access to Knowledge – national research and advocacy Write one or more specific case studies on IP – Whether new L & E have harmed IP owners – Problems with IP harmonisation in Europe Coordinate advocacy at a national level for – the adoption of a broad US-style fair use exception – free licensing of gov't publications and software – targetting content hosts enforcing TRIPS-plus

Access to Knowledge – global advocacy Host A2K workshop at the 2009 IGF meeting in Egypt Attend WIPO General Assembly and SCCR meetings Attend World Economic Forum and TACD meetings Participation in other global and regional fora such as ASEAN, SAARC and Mercusor

Access to Knowledge – education and capacity building Business roundtable dialogue on the business case for the consumer interest in IPR Online activities – Form a Wikipedia project to work on A2K articles – Blog for third party sites like p2pfoundation.net

Communications Rights and Access to ICTs Promote the use of technical measures such as Tor to overcome political filtering of online expression Provide consumer input into initiatives that exclude this perspective such as Global Network Initiative Coordinate between consumers and initiatives from development agencies and the Internet Society Participate in the OLPC project (

Should CI participate more directly in ICANN? There are some consumer issues: – New gTLDs like.xxx (pro or con) – WHOIS accuracy (versus privacy) – IPv6 takeup by ISPs and OEMs – Impact of ICANN policy on cybercrime (eg. spam, phishing, identity theft) We have been invited to become involved

Global Consumer Dialogue – process issues Develop dissemination/communications strategy Co-host CopyNight events with members around the world (see Write a guidebook for NGOs on how to use CC Support the development of a collaborative decision- making tool for NGOs (Truetopia)

Strategic Planning Process Brainstorming – Generating new ideas and writing on cards (yellow for A2K, green for ICTs, blue for process) Clustering – Forming new relationships between ideas Naming – Discerning the consensus
