LEGISLATIVE, THECB, & SACSCOC UPDATES Presented By Don A. Perry Executive Director, Compliance & Policy Formation For DCCCD 2016 Curriculum Workshop

This session will provide an overview of THECB rules that impact instruction that have been implemented as a result of the 84 th Texas Legislature & a preview of the upcoming 85 th Legislative Session. Additionally the session will highlight SACSCOC updates.

THECB Rule Change to Chapter 4, Subchapter C – Texas Success Initiative (Senate Bill 1776, 84 th Session ) This change increased from 12 to 24 months the exemption period for high school students who successfully pass specific content sections of recognized College Preparatory Classes and added a requirement that for such students who subsequently enroll in college in the same content area entry-level college course but who do not successfully complete the course, these students must be advised of non-course based options to become college ready.

THECB Rule Change to Chapter 4 Subchapter C – Texas Success Initiative (House Bill 1054, 84 th Session) This change specifically added Basic Academic Skills Education (BASE) to the non-course competency based developmental education intervention.

THECB Rule Change to Chapter 4, Subchapter D – Dual Credit (House Bill 505, 84 th Session) Based on statute change, the rule limiting dual credit participation to only 11 th & 12 th grade was removed and allows all high school grade levels to participate. It removed the limit on the total number of credits a student can take for Dual Credit and also removed limitations on community college service areas.

THECB Rule Chapter 9, New Subchapter L Multidisciplinary Studies Associate Degree (Senate Bill 1189, 84 th Session) Effective Fall Semester 2016, the governing board of each public community college shall establish a multidisciplinary associates degree at each college in the district. Additionally, each student in a multidisciplinary degree must meet with an academic advisor upon completing 30 semester credit hours to file a degree plan. Based on THECB criteria, the A.A. & A.S. degrees both meet this requirement & were approved by DCCCD Board.

THECB Rule Chapter 9, Subchapter M Block Scheduling (House Bill 1583, 84 th Session) Effective Fall Semester 2016, each public community college must provide a minimum of five block schedule program curriculum from among the allied health, nursing, and career education and technology associate degree or certificate programs identified by each college in a district. The college must allow a student to enroll in courses equal to that of a full-time load for the program of study and shall consistently each semester offer that same program in a block format: morning, full-day, afternoon, evening, or weekend block to provide scheduling predictability from semester to semester. Clinical, practiculm and other externships may deviate from the block schedule. Block schedules for Level 1 Certificates shall be offered in one year or less and AAS degrees in no more than two years.

THECB Rule Chapter 4, Subchapter B Field of Study (FOS)Curricula & New Chapter 26 Programs of Study (POS) (House Bill 2628, 84 th Session)

This legislation provided authority for THECB to establish advisory committees to periodically review FOS to ensure alignment with student interest and industry needs. There are currently 9 FOS which have been in existence for over 10 years without review. THECB now has under way the following FOS Advisory Committees: Architecture Engineering Mexican-American Studies (Adopted 7/21/16) Music Nursing (Committee approved 7/21/16)

The Engineering FOS Advisory Committee has created four subcommittees: CIVIL ELECTRICAL CHEMICAL MECHANICAL

H.B also provided authority for THECB to establish POS Advisory Committees composed of representatives from postsecondary education, secondary education, business and industry, other state agencies or licensing bodies and other career and technical education experts. THECB has established rules to create 16 POS Advisory Committees to correspond to the nationally recognized Career Clusters. Each advisory committee will be authorized to create subcommittees to identify related POS Career Pathways.

Two POS Advisory Committees have been created & have held their initial meetings. 1. Architecture and Construction 2. Health Science

The Architecture and Construction POS Advisory Committee created the following subcommittees ( request for nominations will soon be sent out by THECB): 1. DESIGN AND DOCUMENTATION 2. MECHANICAL, ELECTRICAL, AND PLUMBING 3. CARPENTRY AND MASONRY 4. BUILDING/CONSTRUCTION TECHNOLOGY 5. HEAVY EQUIPMENT

The Health Science POS Advisory Committee created the following subcommittees (request for nominations will soon be sent out by THECB): 1. DIAGNOSTIC MEDICAL IMAGING 2. DENTAL SERVICES 3. REHABILITATIVE SERVICES 4. EMERGENCY MEDICAL TECHNOLOGY 5. MEDICAL ASSISTING (NOTE: NURSING WILL COME LATER – SEE NEXT SLIDE

House Bill 3078 (84 th Session) This legislation directed THECB to appoint an advisory committee to make recommendations for creation of a Uniform Pre-Nursing Curriculum to the Texas Legislature by December 1, THECB sough nominations & selected representatives comprised of both two year & four year institutions effective October 22, 2015 and the committee has been meeting regularly.

THECB STRATEGIC PLAN “60x30TX” 1. At least 60% of Texans ages will have a certificate or degree by At least 550,000 students in 2030 will complete a certificate, associate, bachelor’s, or master’s from a Texas higher education institution 3. All graduates will have completed programs with identified Marketable Skills. 4. Undergraduate student loan debt will not exceed 60% of first year wages.

For Career/Technical Education Programs: As a result of THECB’s adoption of its new strategic plan “60x30TX” which includes as one of its goals Marketable Skills and in an effort to eliminate confusion, THECB has re- titled the heretofore Marketable Skills Award and will henceforth title it an Occupational Skills Award effective July 28, 2016 as cited on Page 21 of the revised Guidelines for Instructional Programs in Workforce Education also referred to as ( GIPWE ).

Texas Legislature Interim Charges of importance to community colleges House of Representatives : *Formula Funding options to promote degree, credential and/or certification completion *Review educational opportunities for non- traditional students, including adults * Make recommendations to maximize student pathways & offer more affordable opportunities such as dual credit & early college start programs Senate : *Study current funding methods and examine performance-based methods used in Texas and other states *Study regional workforce needs and make recommendations on metrics to consider authorizing the expansion of community college baccalaureate degrees to meet those needs

SACSCOC Update 05/16/2016 Memorandum from Dr. Belle Wheelan, President Subject: Dual Enrollment or Dual Credit Programs The memorandum spoke to the noted increase of SACSCOC accredited institutions’ involvement in offering dual credit programs and expressed concern, that in some states, there is increased legislative activity that “appear to be restricting institutional control over dual enrollment activities.” Therefore, the correspondence was intended “to serve as a reminder that the granting of college credit in such programs falls under the purview of the Principles of Accreditation.”

SACSCOC Substantive Change Reminder The offering of college courses for dual credit at an off-campus location (i.e., high school) can rise to the level of reporting to SACSCOC, if offering 25%- 49% of a program (degree or certificate). If 50% or more of a program is offered at the off-campus location, then a prospectus must be submitted & approval granted prior to that threshold being reached.
