Goals and Objectives of the IEEE Computer Society Representative to SC 40 The goal is to develop and support a single, globally relevant characterization of the scope and content of IT service management and IT governance. The objectives of the Society Representative to SC40 are: –Under the terms of the PSDO and in cooperation with IEEE-SA, develop and maintain alignment between IEEE standards and technical work and SC40 standards. –Seek development and improvement of ITSM and IT governance standards and products, to provide specific applicability for  enterprise-scale IT services and processes  areas where transformation and optimization of IT systems and services engineering processes and methods are valued. Promote training, industry acceptance, and IEEE Computer Society products and services relevant to IT Service management and IT governance. June 20142

PSDO Agreement The IEEE Standards Association and ISO Central Secretariat have concluded a PSDO (Partner Standards Development Organization) agreement. The agreement provides uniform procedures for joint development and maintenance of standards by IEEE and designated TCs of ISO and SCs of JTC 1. June

How the liaison works IEEE Computer Society is a Category A Liaison to SC 40. –The Computer Society does not vote. –But it does get to participate, offer comments, and contribute documents (via a standing agreement with the US National Body). –The liaison relationship provides SC 40 access to Computer Society expertise around the world. –The liaison represents Computer Society interests in IT service management and IT governance, including Body of Knowledge, and potential certifications. –As provided by the Bylaws of the IEEE, the liaison operates in accordance with the provisions of the Partner Standards Development Organization (PSDO) agreement. In IEEE, the liaison reports to Computer Society Standards Activities Board (SAB) and coordinates with Software and Systems Engineering Standards Committee (S2ESC) and IEEE Standards Association (IEEE-SA). In SC 40, the liaison provides reports to the Secretariat. The liaison also represents the Computer Society’s membership in the US Technical Advisory Group (TAG) to SC 40 WG1 and 3 IEEE administers the US TAG to SC40 WG2 and is a member. June 20146

Why Does the Computer Society Do This? Throughout the Computer Society, we are undertaking efforts to make the Society a “go to” place for a body of knowledge and standards for IT service management. The role of its Standards Activity Board (SAB) and standard sponsor committee is to deal with the standards collection. We use two approaches: –Adoption: One organization adopts the standard of the other. –Joint projects: Either to merge two standards, develop a new one serving both organizations, or revise an existing one. Where there is no overlap, we encourage development or revision of standards in a manner that avoids contradiction with those of the other collection. June

Portfolio status As of June 2014, there are two IEEE adoptions of SC40 standards: –ISO/IEC :2011 and ISO/IEC/IEEE :2012 IEEE 15289, Systems and software engineering—Content of life-cycle information products (documentation) is being updated to reflect ISO/IEC :2011 and ISO/IEC/IEEE :2012 (FDIS ballot ends 15 June 2014). ISO/IEC/IEEE Systems and software engineering—Vocabulary contains terminology useful in ITSM work and is freely available at – IEEE adoption of other completed parts of ISO/IEC will continue. IEEE will participate in joint revision processes for SC40 products With the organization of SC40, joint development projects and contributions based on IEEE technical products can be planned.
