Heard this morning … Background – Climate Change, fuel poverty SHQS not enough Initial deadline is 2020 – long term aim 2050 Not just social housing – “Homes that don’t cost the Earth’ – comments welcome

3 Key Issues 1.What will the standard look like? 2.How will it be monitored? 3.What about mixed tenure? Other Key Issues How do we engage tenants? Where’s the money coming from?

1. What will the standard look like? Minimum EPC rating Variable ratings for different types of dwellings, different fuels Hard to treats Right house types? Right ratings?

2. How will it be monitored? Discussions with Scottish Housing Regulator (SHR) Propose adding to annual returns (ARC) Minimise costs and administrative burdens

3. What about mixed tenure? Parallel consultation ….. an obstacle (was pre SHQS too) Others’ consent to improvements Green Deal and ECO Your experience in mixed tenure estates

Questions for workshops 1.What should the standard look like – dwelling types/ratings? 2.How should it be monitored? 3.What about mixed tenure – engaging owners and private landlords?
