4 Overview Objective of the RFP: Identify qualified organization(s) to act as a One Stop Operator and Adult & Dislocated Worker Program Operator in Santa Barbara County Contracts will be funded through the Workforce Innovation and Opportunity Act and managed by the Workforce Development Board. Consortiums may apply with a lead agency identified. Eligible Organizations :

6 Overview Contractor(s) will be responsible for providing the following services: Scope of Work Responsible for coordination across one-stop partners and service providers One Stop Operator Developing job orders Pre-screening and referring candidates Connecting businesses to training solutions Referring businesses to additional resources Business Services

7 Overview Contractor(s) will be responsible for providing the following services: Scope of Work - Continued Intake and Assessment Comprehensive Career Services Employment Preparation Services Training Services Placement into Unsubsidized Employment Referral to other programs Coordinated Service Delivery with Partners. All other required services detailed in the WIOA Jobseeker Services

8 Overview Training will be a top priority. Contractor(s) will be responsible for managing Jobseeker training and Employer-led training. Contractor(s) will be expected to spend half of their budget on training services. Types of training include: Job readiness training, ITAs, adult education and literacy, occupational skills training, on-the-job training, incumbent worker training, skill upgrades and retraining, customized training, cohort training, and entrepreneurial training Scope of Work - Training

Selection Process 13 Independent evaluators will score proposals in each of the four competitions. Bidder Presentations & Workforce Development Board Approval Save the Date: July 15, 2016 Contracts will go before the County Board of Supervisors for execution in September
