2 IWT ANNOUNCEMENT: + 2 The Catawba Regional Workforce Development Board, through its agent the Catawba Regional Council of Governments, is announcing the availability of funding for the Incumbent Worker Training (IWT) Program, under provisions of the Workforce Innovation and Opportunity Act (WIOA).

3 Purpose of IWT: + 2 The purpose of the IWT Program is to assist employers with upgrading the skills of current employees in an effort to keep businesses and workers competitive.  Private sector employers located in Chester, Lancaster and York counties faced with changing skill requirements caused by new technology, retooling, new product lines, and new organizational restructuring may be eligible for IWT assistance.

5 What employers are eligible?
All private South Carolina employers Must have at least one (1) full-time employee other than the owner Must be current on all state tax obligations Employers receiving ReadySC may be eligible (if not duplicative) Entities not eligible for IWT: Training entities, county and state governments Businesses that have relocated, if relocation resulted in the loss of jobs, until business has operated at the new location for 120 days Add a Footer

6 What employees are eligible?
To qualify as an incumbent worker, the incumbent worker needs to be: Employed; Meet the Fair Labor Standards Act requirements for an employer-employee relationship; and Have an established employment history with the employer for six months or more *Temporary employees that do not have an employer-employee relationship with the business are not considered incumbent workers (for example, where an employee is employed through a staffing firm). However, periods of temporary employment may count towards an employee’s time with the company for the purposes of meeting the six month minimum requirement above.

7 Training WHO CAN TRAIN? Training can be conducted in many forms
Online or face-to-face; at employer location or off-site, etc. Training can be provided by the employer or by a third-party

8 NON-REIMBURSABLE TRAINING EXPENSES REIMBURSABLE TRAINING EXPENSES
Title NON-REIMBURSABLE TRAINING EXPENSES REIMBURSABLE TRAINING EXPENSES Administrative costs incurred by the business/training consortium Trainee wages or travel Trainer travel Training equipment Capital improvements Curriculum development Purchase of any item or service that may be used outside of the training project (including computer equipment and non-training related software) Costs incurred PRIOR to the approval date of the application • Tuition • Instructor/Trainer salaries • Textbooks/Manuals • Consumable materials and supplies

9 Employer share Shall not be less than:
10 percent of the costs for a business location with no more than 50 employees 25 percent of the costs for a business location with more than 50 employees, but no more than 100 employees 50 percent of the costs for a business location with more than 100 employees The Catawba Region will NOT accept "in kind" or trainee wages as company contribution

10 Application process IWT funding will be awarded on a competitive basis and the Catawba Region has a policy and documented process in place for awarding funds to eligible businesses (which includes the IWT Rating Sheet in your packets) The following should be thoroughly reviewed prior to submitting your application: Application is reviewed for accuracy and thoroughness Trainings included meet the criteria for fundable trainings Training provider clearly identified for each training component Figures are reviewed for accuracy Training plan is complete Timeline for completion of training will fall within the timeline of the IWT Agreement 2 +

11 If awarded a Grant… Things You Should Know:
You agree to attend an IWT Grant Recipient Informational Session OR schedule a one on one session to review the process and execute your IWT Agreement You will need to thoroughly complete the Initial Trainee Information spreadsheet* which will be an attachment to your award notification As verification, full social security numbers are required for each trainee by copy of completed I-9's (or EVERY trainee must register in SCWOS) The Initial Trainee Information spreadsheet will be submitted prior to execution of the IWT Agreement *Shown on next slide with a sample entry
