1 Radiation Monitoring Network in the Czech Republic

22 Radiation Monitoring Network Organisation of RMN → the State Office for Nuclear Safety (SONS) Legislation – Act No. 18/1997 Coll. on Peaceful Utilisation of Nuclear Energy and Ionising Radiation (the Atomic Act) and on Amendments and Alternations to Some Acts. Decree No. 319/2002 Coll., on Function and Organisation of the National Radiation Monitoring Network, amended by Decree No. 27/2006 Coll.

33 Radiation Monitoring Network - function ensure monitoring of radiation situation in the territory of the Czech Republic including transfer of date for: evaluation of radiation situation → monitor and assess the exposure of population take decisions aimed at reducing or averting exposure in the case of radiation accident international exchange of information on the radiation situation publishing and giving afford information and date on the radiation situation in the territory of the Czech Republic

44 Radiation Monitoring Network are ensured the State Office for Nuclear Safety the Ministry of Interior the Ministry of Agriculture the Ministry of Environment the Ministry of Finance theMinistry of Defense licensees persons on contracts

55 Radiation Monitoring Network regular components emergency components (emergency mode)

66 Radiation Monitoring Network regular components a)early warning network b)thermoluminescent dosemeter networks c)mobile groups; d)airborne groups e)laboratory groups f)central monitoring network laboratory g)air contamination monitoring points h)foodstuffs contamination monitoring points i)water contamination monitoring points j)meteorological service k)monitoring points at the border crossings

77 Radiation Monitoring Network emergency components a) mobile groups b) laboratory groups c) aircraft survey equipment d) monitoring points on the border crossing e) monitoring points at roadblocks f) foodstuffs contamination monitoring points g) water contamination monitoring points

88 EWN – Early Warning Network the early warning network which is composed of a system of monitoring points on the territory of the Czech Republic which perform continuous measurement of dose rates and immediate information about a possible increase of dose rate above the normal value; a part of the early warning network is a teledosimetric system which the early warning network which is composed of a system of monitoring points on includes equipment for systematic and continuous measurements of doses, dose rates, radionuclide concentrations and their time integrals at the site of a nuclear installation, to record and evaluate releases to the atmosphere and watercourses during any radiological emergency or a suspicion on radiological emergency.

EWN - ensured activities of EWN are ensured by SONS, Ministry of Enviroment, Ministry of Defense and Licensee ČEZ, a.s. (Teledosimetry System)

10 EWN Monitoring points in the Czech Republic

EWN – one of monitoring points 11

12 Thermoluminiscent Dosemeter Network (TLD) the thermoluminescent dosemeter network, which is a system for gamma dose measurements on the territory of the Czech Republic teritorial network – 205 points the surroundings of Nuclear Power Plants Dukovany and Temelín local network Temelín 9 points, local network Dukovany 12 points

13 TLD – cont. dosemeters 1 m above the ground local network Dukovany 3 m above the ground some of them in site (for effectivity of sheltering in the case of radiation accident) period of measurement 3 months (posibble to short the time)

14 TLD Monitoring points in the Czech Republic

15 Laboratory Groups SONS (RC, SIRP), Ministry of Agriculture, Ministry of Enviroment enviromental samples and samples of food chain (foods, water, fodder, soil,..) radionuclide concentration (  ) radiochemical analysis spectrometric analysis

25 Activities of Mobile Groups Excersise ZONA 2010

26 Mobile Groups ZONA MGs SONS (1 MG - RC ČB, 1 MG - RC Brno, 2 MGs SÚRO) 5 MGs Ministry of Interior (Bohdaneč, Kamenice, Třemošná, Tišnov, Frenštát p.R.) 1 MG NPP Temelín sum: 10 MGs

27 Mobile Groups monitoring the dose rate during running the defined route monitoring the dose rate in some localities, promptly (by mobile telephone) send results to Regional Head- Quarters (RHQ) exchanging TLD of TLD network (1 MG) taking of enviromental samples – water, soil, growth, aerosols simple measurement of contamination of soil

29 Tasks 2 parts of activities of Mobile Groups First MGs – „fast“ MGs:  run the defined route; continuous measuring of dose rate  promptly send local results of dose rate in some localities to RHQ (by mobile telephone)  exchange of TLD (one MG)  return to the RHQ, hand over the measured date.

30 Tasks Second part – „taking“ MGs :  run the defined route; continuous measuring of dose rate;  monitoring of surface contamination;  take enviromental samples  return to the RHQ, hand over the measured date and envirometal samples.

31 Airborne Group Monitoring the dose rate Estimation of contamination area (borders)
