Bled, 18 th June 2008 eCollaboration: Overcoming Boundaries through Multi channel collaborations Workshop on Services for Living Labs Study outline Launched by DG INFSO, Directorate F - Unit F4 - New Infrastructures, Paradigms & Experimental Facilities General Objective to evaluate the Living Labs potential to support the European market, industry, and public sector, in research, innovation, service and product development Specific Objectives to analyse, through a number of case studies, how specific Living Labs in Europe operate in the areas of open innovation systems, user communities and technology integration to investigate of how Living Labs could provide user communities for experimental facilities for Future Internet related technologies to assess the added value of a European network of Living Labs The results of the study are expected to support the preparation of the FP7 ICT and CIP Work Programmes

Bled, 18 th June 2008 eCollaboration: Overcoming Boundaries through Multi channel collaborations Workshop on Services for Living Labs Methodology We plan to identify ~10 case studies for further exploration, by means of bilateral meetings and/or structured interviews 4 levels of analysis: Operability (meaning how a Living Lab works, the services it provides, its business model, the techniques used for community building and management etc.); Interoperability (meaning harmonisation and/or integration in terms of methods, tools, infrastructures, applications, etc.) among Living Labs and also in relation with novel EU experimental facilities; Impact (of Living Lab activities, services and results on local, regional and European RDI systems, stakeholders and user communities – with related performance, efficacy, efficiency, and quality measures, and an evaluation of the potential for standardisation, certification and transfer of best practices); Supportability (meaning a clear policy design and orientation at European, Member State as well as Regional levels – also in comparison with international, non-EU experiences – to ‘cultivate’ and improve the scope and extent to which Living Labs can support or ‘fertilise’ other major R&D and innovation oriented initiatives).

Bled, 18 th June 2008 eCollaboration: Overcoming Boundaries through Multi channel collaborations Workshop on Services for Living Labs Implications from the first study findings a) Living Labs are now quite well identified in terms of institutional profiling and local networking capabilities. b) Living Labs are a local - not cross-regional or cross-national - phenomenon. c) Existing Living Labs are quite distributed, but still very scattered, over the EU territory. d) The prevalent identity of current Living Labs lies more in the technology than the application domain. e) European Living Labs have the potential to supplement and strengthen innovation and development in the Future Internet Area.
