RMP IMPLEMENTATION IN ALBANIA Prepared by Prof.Gazmend Gjyli NOPIU-Albania MEETING ON RMP IMPLEMENTATION BELGRADE, SERBIA, SEPTEMBER 2006

Introduction The approval of the Council of Ministers' Decree No.453 date on “Taking the measures for the removal of the Ozone Depleting Substances" has fulfilled one of the main obligations of the Albanian Government toward the Montreal Protocol. In this Decree are included the licesing quotas system and the data base ODS-s report system. The Albanian Parliament through specific laws has approved all Amendments of Montreal Protocol as London, Copenhagen, Montreal and Beijing during the February and March During this period, Albania has also ratified the New Customs Legislation, where the Integrated Tariff Code is included. This legislation is according to the legislation of the European Countries.

In Albania the custom system implements the same Tariff Code as EU countries and 90 % of customs point are computerized. Custom system can provide Risk profile in which CFC-s are in the red channel by introducing harmonized system of tariff codes with ASYCUDA. There were realized two workshops during the years for the implementation of the Council of Ministers' Decree No. 453 with customers and local environmental inspectors in different areas of the country. There are delivered 14 identifiers for ODS-s to the General Customs Authority. There are a lot of custom’s officers and local environmental inspectors moving out because of the reform. The meeting country to country assistance by participation with UNIDO and macedonian experts was held during July. The aim was to share experience to prevent ilegal trade on ODS-ss and equipments that contain such substances

Refrigeration training project According to the reality, the major consumption of CFC- s is for servicing refrigeration equipment. This sector uses almost R-12 for their functioning because of the lower prices. The actual 2005 consumption of ODS is ton that are CFC-12. The reduction of ODS is ton more that our obligation under M.P. This sector remains to be the major objective for a series of counter measures under the NPP. The training of the technicians on good practices in refrigeration is part of a comprehensive approach to reduce the ODS consumption in the refrigeration servicing sector in Albania.

The project of training technicians in good practice in refrigeration is realized upon the delivery of the certificates to the participants in the training. Training manuals published by UNEP on Good Practices in Refrigeration and Chillers and Refrigerant Management were used as resource document. In the same time was published a Manual on “Good Practice in Refrigeration”. Each participant was provided a copy of the handbook on good practices in Albanian language and the manual in electronic CD as well. In this CD is included and the Decision of Council of Minister no 453 date for ozone depleting substances, the Montreal Protocol and its Amendments as well as lectures on CFC, HCFC and HFC refrigerants, recovery and recycling equipment, preventive maintenance practices. Lectures on retrofitting and envisioned future technological development on refrigeration sector were also included.

Hands-on demonstrations with recovery and recycling equipment, using actual refrigeration units as well as stationary and mobile air- conditioning systems in need of recharge and maintenance were conducted as part of the training workshop. During this period of time we have make 13 workshops for training of technicians from different district of Albania and 271 technicians are certified. Equipments for recovery and recycling for technicians are not provided yet. This has created problems for normal continuance of the projects of recovery and recycling. The National Training Institute for Refrigeration established in ”Harry Fultz” has been supplied with the equipment for demonstration units.

Recovery and recycling project Objective of the project has been to identify and equip refrigeration service workshops with appropriate R&R equipment and tools and to establish 3R&R centres. In cooperation with UNIDO and international expert to go ahead at first only with the creation of one centre in Tirana and after the experience accumulated to continue with the creation of two others centres. During this period of time in cooperation with UNIDO are prepared the Terms of references and Job description for two national experts

To continue the project of the Phase I, it need to be recruit of experts,discuss with industry, create a proposal, review the legislation,the draft specification from IC procurement of equipments, training of operators by suppliers etc. This project is in delay because is connected with the delay on the refrigerant project. For this reason during the May 2006 UNIDO has organize a visit work in Albania where is prepared a Time Plane to advance the project to be able to implement during 2006 the project. In this Time Plan are treats all this issues connecting with implementation time.

End-users and retrofits alternatives project This project begin in 2007.

Strengthening Vocation School The objective of the project is to update existing training materials, undertake national trainers training and determine specification of training equipments and to provide such a demonstrations unit. In the end project it needs to finish to organize a workshop to train the trainers of the vocation schools. There are about 23 vocation school in Albania. In cooperation with the Director of the in MES was determine four national vocation schools to participate in this project

Workshop on use of alternative drop-in refrigeration This project is supported by UNIDO.The objective is to increase awareness in replacing CFCs with suitable alternative refrigerants. The impact will be permanent reduction in CFC consumption. Long term impact of these two last projects for the future is to increase awareness,better service and more qualified technicians in the market.

For the future It is needed to be including in the legislation also HFC-s to address Kyoto Protocol related issues. Amendments for import of R-22 need to be incorporated at the legislation or through the legal act as licensing from regional environmental agencies. To continue implementation of the import quota system of ODS, reducing them till 2009 so that the import of ODS reaches zero, according to the Agreement. Implementation and strengthening of the ODS import and consumption, the licensing systems capability. In case that there are limited importers as in 2006 it is better to fix in the license the border points of the entrance of ODS-s and quotas of the respective year.

The improvement of the customs structure and the legislation to fight the illegal trade of ODS-s. The strengthening of ODS monitoring system and principally by national consultants of NOPIU in collaboration with local environmental inspectors. To provide equipments for recovery and recycling for the technicians. To continue the training of customs officers and local environmental inspectors for the implementation of the the Council of Ministers' Decree Nr 453 date To prepare the manual for the custom officers.

To create at the beginning minimum one recovery- recycling center. Survey and create a draft proposal on re- scheme Procurement of the equipment and training of the operators by the supplier.
