How to improve interagency coordination and cooperation in developing integrated policies and procedures that mitigate risk and minimize impact?

Might a model already exist? IBHS Showcase State

GOAL: Sustain, Enhance and Protect Life  Property  Economy  Environment For Ourselves and Future Generations Showcase State for Natural Disaster Resistance and Resilience

Showcase State What is it: A statewide commitment, and corresponding program, for all levels of government and the private sector to work together using their human and financial resources to prepare for, minimize and prevent natural disaster impacts.

Why: A disaster-resistant and –resilient state is one that: helps localities prevent and minimize human, property and economic losses, and rapidly recover from a disaster, with less public and private assistance – or – ensure community sustainability Showcase State

How: A Governor’s Executive Order promotes - Risk reduction by a coalition of public/private partners –Conduct land use planning –Adopt and enforce model codes –Encourage disaster-resistant construction, and retrofit existing home safety –Ensure consumer awareness & education Showcase State

Require Don’t Require Natural Hazards Element Residential Insured Losses per Capita, No State Mandate – Mean: $92 State Mandated Hazard Plans – Mean: $64 (average per capita loss per county over 2,982 counties)

Require Don’t Require Natural Hazards Element

Details: Disaster losses are the predictable result of the interactions among four major systems: nature, people, the economy and the built environment. The 14 elements of the Showcase State model reflect the interdependence of these four major systems. Showcase State

Dec – Rhode Island Dec – Oregon July 2002 – No. Carolina Showcase States Governor Issues Executive Order to Become a Showcase State
