2 Framework for Adaptation Executive Order B-30-15: – Update the Safeguarding California strategy every 3 years and ensure that provisions are fully implemented Identify vulnerabilities by sector and regions and identify sector leads for adaptation efforts in each sector – Sector Leads to produce an Implementation Action Plan for Safeguarding California and report back in June of 2016 – Form a Technical Advisory Group to provide guidelines and expertise for adaptation – State agencies to consider climate change in their planning, investment decisions, and employ full lifecycle cost analysis for infrastructure decisions – Create an adaptation clearinghouse

3 Adaptation Legislation AB 1482 SB 246 OPR will establish Integrated Climate Adaptation and Resiliency Program to coordinate state, regional, and local activities OPR will keep a comprehensive clearinghouse for all adaptation documents CalOES will update Adaptation Planning Guide Safeguarding Update – Public Draft: Jan 2017 – Final Draft: July 2017 – Update every 3 years Adaptation objectives SGC will help coordinate to achieve state’s adaptation goals SB 379 Starting in 2017, every update to a local hazard mitigation plan (LHMP) must include adaptation strategies based on a local vulnerability assessment By 2022, all cities and counties must adopt a climate- conscious LHMP.

6 Coordination In 2014 we convened an interagency group to begin compiling state agency information on adaptation efforts Work with Sector Leads to assist development of sector plans Coordinate with Climate Action Teams such as the Research CAT, WETCAT, COCAT, etc. Held public workshops, which included a listening tour organized by the Alliance of Regional Collaboratives for Climate Adaptation ARCCA Work with the SGC to incorporate adaptation language in AHSC grants and join the Infrastructure Working Group

7 Adaptation in CA Protecting people, the built environment and nature from climate impacts and extreme events Preparing for and understanding a changing climate future Coordinating around impacts that are difficult to predict and in some cases slow moving Informing our decisions with science because past weather behavior has become unreliable Increasing the quality of life for people

8 Safeguarding Guiding Principles All core functions of government must make take into account climate impacts Protect our most vulnerable populations Identify sources of funding Support continued research and tools for sustainability Prioritize climate risk communications and education

9 What’s in the implementation action plans? State adaptation actions in one place – Includes appendices that provide greater detail on actions, planning, tools, etc. A new sector, “Community Development and Land Use” – Focuses on a regional approach Suggestions for monitoring and evaluation from each sector to help us better understand how to start measuring resiliency Common themes: – better cross-sector and climate science integration, – innovative financing mechanisms, – need for local government communication process, – continued updating of visual geospatial tools such as caladapt – need for business community involvement – better focus on people and how climate impacts affect their daily lives
