DOE Mini-Review Held March 4-5 –Indico : –Passcode: muons13 Management “transition” review –Reviewers: Rod Gerig (ANL), Al Zeller (MSU-FRIB), Ron Lutha (DOE) –Presented limited technical information. Focused on: Structural Issues Presentation of key elements of the Execution Plans by each L1 Manager –Goals Validate reorganization plan Identify shortcomings and critical incomplete tasks –Challenges Schedules vs. free-form R&D –“Incentivized” to deal with the unknowns and specify decision points –We need to continue the effort to specify a full baseline design »Even if it is preliminary! This year’s constrained budget (a situation which arose since the last review) has adversely impacted a range of activities, including the transition Will take a quick walk through the closeout. MAP Status I: Reorganization To enable us to effectively accomplish these goals, we are in the process of a project-like reorganization: –Implementing tools to manage the effort –Shifting the focus: Milestones and deliverables more explicitly driven by the detailed execution plan developed by the L1/L2 managers in consultation with the Program Director Now operating as a project at Fermilab An updated organization model with the draft of the revised Program Management Plan is an explicit topic for review by this committee At this point, the structural changes are, I believe, in place to accomplish this –Although it remains a work in progress to fully transition to and take advantage of them Anticipate starting the FY14 cycle with all major project management changes in place and tools populated with current program data –There have been some challenges in effecting key changes March 15, 2013 Mark Palmer | MAP Weekly Meeting5

Observations Considerable Progress made since last review Very encouraging results in projectizing MAP activities, as well as good technical results. – Management restructuring of MAP is underway and needs to continue, we are concerned about the large number of fractional FTEs in the PMO. – The addition of the MICE construction L1 activity is commended. – A draft PMP was provided – see recommendations. Near term activities are focused on initial baseline selection at the end of FY15, articulation of the criteria needs to be documented and tracked for successful completion of Phase I. MICE remains critical to the success of MAP; there is an upcoming review at RAL. The results of this review are critical to MAP as well as other funding agencies. Observations The committee notes that no formal agreement is in place between the US and UK regarding MICE. The lack of such an agreement appears to hinder progress. We were shown a proposed MICE construction organizational structure. We note that there are a few open roles. In particular the “Component Integration” role is needed. The committee is encouraged to see increased involvement of the National Laboratories. – We are pleased with the leadership of the US MAP program, continued support from the lab is necessary for success. Observations MASS (Muon Accelerator Staging Study) – this is an encouraging effort that has been underway for ~6 months – Need to continue to develop physics and community interest at each stage Technical recommendations from the August review were addressed, but have not been fully accomplished. We suggest they remain open and be pursued. March 15, 2013Mark Palmer | MAP Weekly Meeting12

Recommendations from Prior Review Management 1.Complete the transition to a project-like program by February – well underway but not complete: see this review’s recommendations. 2.Identify the potential technical show stoppers and provide a short list of efforts for early success by February we were shown a list of major challenges, but the project did not present a list of show stoppers. Recommendations 1.Complete the transition of the MAP organization and staffing of the MAP PMO so that it is fully in place by the beginning of FY14. 2.Fully develop the Program Management Plan (PMP) incorporating goals, funding profiles, and schedule for the Feasibility Study (Phase I). Recommendations 3.There is an upcoming MICE baseline review, we believe that this needs to address the full MICE project including all collaborators and funding agencies. 4.Perform a baseline review of U.S. MAP by November Develop a risk registry for both MICE and MAP.
