Project Background  STOC early in its role as a statewide facility  BHO Reorganization  Traffic Operations Program influences a number of important operations areas  Concurrent activities with near-term and future influences  Need to look at alignment of ITS with operations and policy = Perfect timing to re-orient focus and direction of WisDOT ITS program

Summary of Interviews/Findings  Interviews with Central Office, Regions, STOC, WSP  Reviewed existing plans/operations documents  Purpose  ID what is working well relative to ITS alignment  ID areas for improved coordination  ID opportunities to elevate role of STOC/ITS  ID opportunities to maximize capabilities  Ultimately – how does the ITS program and STOC need to function to meet objectives?

Strengths  Operational partnerships – WSP, Counties  Coordination meetings, interface with partners  Information has improved  Quality, consistency, distribution, access  ITS program focused on high density areas  Well planned vision for deployment (TOIP)  Process foundation in Incident Management  Contracts to fill key ops/maintenance roles

Challenges  Limited interactions with STOC outside of SE/SW  Role of STOC not well defined for some operational areas  Current systems and processes may not be meeting operational needs  Integrating future programs/capabilities  Demonstrating benefits of ITS/Operations  Limited performance reporting to date  Incremental system implementation

ITS Maintenance Program Review  WisDOT’s Program heavily relies on its ability to maintain infrastructure to support operations  Review of maintenance considerations:  Resources to support maintenance needs  Strategic implementation  Funding apportionment  Lifecycle/replacement planning  Contracting mechanisms  Maintenance resources needs to align with TOIP needs and implementation
