Institutional Performance Program Intent: To reproduce data provided by institutions in a user friendly and comparative way via a data management system. Data management system contents include:  Academics (student body graduation rate);  Finances (revenues, expenses, dashboard indicators);  Student participation and sponsorship;  Administrators and coaches demographics; and  Resources and best practices.

User Experience Data will be comparable by:  Division;  Conference;  Private or public status; and  User defined peer groups. Data will be able to be viewed/“cut” in multiple ways:  Overall;  By gender;  By ethnicity; and  By sport. Data will be viewable by year and via trend.

Examples of Current Uses Salary data comparisons for head coaches. Conference realignment considerations. Assessing cost of having a particular sport. Assessing conference membership standards. Student body and student-athlete comparison.

System View

Enhancements Current development:  Division III platform.  Conference platform. Future development:  The financial dashboard system will be replaced by this platform.

How the Governance Structure Works Legislative Authority and Process Jeff Myers

Purpose Gain an understanding of the process and structure for establishing the governing legislation.  Understand Council and Committee structure (i.e. Governance structure).  Understand the membership’s role in the process and structure.  Understand the national office staff’s role in the process and structure.

Convention All legislation of the Association that governs the conduct of the intercollegiate athletics programs of its member institutions shall be adopted by the membership in Convention assembled, or by the divisional governance entities. NCAA Constitution

Division III Legislative Process

Blue Pages Official Notice Blue Pages.  Noncontroversial Amendments.  Modifications of Wording.  Incorporations of Interpretations.

Noncontroversial The Management Council or Presidents Council, in the interim between annual Conventions, by a three- fourths majority of its members present and voting, may adopt noncontroversial legislative amendments clearly necessary to promote the normal and orderly administration of the division's legislation. NCAA Constitution

Modification of Wording The Management Council, by a two-thirds majority of its members present and voting, may interpret legislation consistent with the intent of the membership in adopting the legislation if sufficient documentation and testimony are available to clearly establish that the wording of the legislation is inconsistent with that intent. NCAA Constitution

Incorporation of Interpretations Management Council may determine that the membership would benefit from including certain Official Interpretations in the bylaws. These Official Interpretations would be converted to proposal form and incorporated into the manual upon a simple majority vote of Management Council. NCAA Constitution

Division III Official Interpretation Process Issue referred or appealed to Interpretations and Legislation Committee

Waivers A waiver is an action exempting an individual or institution from the application of a specific regulation. A waiver requires formal approval based on evidence of compliance with the specified conditions or criteria under which the waiver is authorized. See Bylaw
