Add presentation title to master slide | 3 Headlines from the Chief Inspectors annual report  Of the colleges inspected in 2008/09, 63% are good or outstanding  In nearly half of the colleges judged to be satisfactory, performance has not improved since the last inspection  Only 5% of the work-based learning providers inspected in 2009 are outstanding in their overall effectiveness and just 37% are good  The vast majority of good or outstanding work-based learning providers this year are specialist providers or employers with provision in one or sometimes two sector subject areas

Add presentation title to master slide | 4 Headlines from the Chief Inspectors annual report  Employers are generally very supportive of the Train to Gain programme, highlighting improvements in work practice and staff retention  Adult and community learning providers are continuing to have difficulty recruiting suitably qualified tutors for adults who need to develop basic skills.  Participants’ progression into employment has improved in the providers of contracted employment provision funded by the Department for Work and Pensions and inspected in 2009  Relatively few offenders under supervision in the community are being required to undertake basic skills education but where they are participating, much of the provision is good

Add presentation title to master slide | 10 Work based learning in colleges  improving - 60% now good or better compared with a broadly satisfactory profile across the sector  proportion of outstanding and inadequate shows little comparable difference across the sector  not keeping pace with the rate of improvement in other sectors of FE  little correlation with overall college grade – WBL grade generally lower

Add presentation title to master slide | 11 Train to Gain  success rates average around 64%  many providers have developed good relations with employers – but still insufficiently detailed analysis of the skills needs of the employers  an emphasis on accrediting learners’ existing skills at L2 – but is L2 good enough?  skills development at level 3 but confidence and accreditation at level 2  some sector skills areas find delivery of train to gain too complex

Add presentation title to master slide | 12 Entry to Employment  the number of learners progressing to further training and employment is improving in some providers but progression is poor in others  increasing achievement of units in a range of qualifications at entry levels, level 1 and level 2  better use of mentoring, work tasters and placements  lesson planning often poor and not well matched to learners’ varying abilities  poor programme planning and progress reviews  poor support for literacy and numeracy in over half of providers
