Industrial & ACC participation in NMP Stage IPs DG RTD/G-1/IA NCP Meeting - Ad Hoc group’s results Slide 2 Overview of the work accomplished 1) Ad Hoc group set up mid-2003 (10 PC + 5 AG members) to examine results of 1st call, with focus on IPs and on: a) the industrial participation b) the ACC participation 2) The group met 4 times in brainstorming sessions and examination of support inputs. A radioscopy of the first IP call was achieved as support inputs to the group through: 3) Detailed statistics and analysis carried out on stage-1 results (194 IPs with validated data); Over 20 figures were produced, with cross-correlations focusing on partners’ financial participation, type of partners, research areas, evaluation scores, ACC countries, etc. 4) Detailed presentation of all ‘stage-2’ 40 proposals with several key figures. 5) External experts had a thorough examination of SME participation in IPs, IP-SMES, STREPS 6) The group has concluded with key recommendations on industrial and ACC participation.

Industrial & ACC participation in NMP Stage IPs DG RTD/G-1/IA NCP Meeting - Ad Hoc group’s results Slide 3 A) Key Recommendations on Industrial Participation in IPs 1) Evaluation requests: introduce in the WP, and make it known to everyone, two requests: (a) a minimum amount of industrial involvement (>= 50% of EC funds ?) in IPs and (b) an industrial leadership (not necessarily coordination) in IPs. 2) S&T excellence: “Breakthrough” should not only be related to the ‘Nano’ effect. Ambitious targets and radical innovation should be fostered through other approaches as well. 3) Average project size: favour a trend toward its reduction, all by being flexible, depending on the sector, so that we would obtain the right project size for the objectives set. 4) IPR: provide clear IPR guidelines to the consortium agreement process (e.g. IMS) 5) End the current two-stage procedure. If not possible, require: (a) a brief 1st-stage describing the impact expected by the consortium, i.e. WHAT they plan to do and (b) a detailed 2nd-stage proposal on HOW they would proceed. 6) Focus in the WP on the scientific topics and limit the number of instruments per topic. 7) Awareness campaigns should be carried out aiming at the direct and indirect industry’s participation

Industrial & ACC participation in NMP Stage IPs DG RTD/G-1/IA NCP Meeting - Ad Hoc group’s results Slide 4 B) Key Recommendations on the ACC Participation in IPs 1) Evaluation requests: complement criterion ‘impact’ precising that EU added value should be achieved in the context of an enlarged Europe. 2) Breakthrough: not only S&T-oriented; radical industrial innovation welcome. 3) Training of ACC policy makers, ACC representatives (NCP, IRC) and research managers to further inform potential ACC participants on FP6 issues, as well as on ERA objectives. 4) Best practices should be disseminated by NCPs (e.g. inviting MS researchers in National ACC workshops) to a) exemplify the consortium-building and address specific problems, such IPR, and b) to allow contacts with possible future partners. 5)Minimum standard format for the description of ACC potential partners, clearly describing their resources, experience and results (to be provided by NCPs). 6) Implementation scheme in ACC: Special emphasis to be given by the technology implementation plan (exploitation plan) in attracting industry; special status might be given to some (especially industrial) ACC partners. 7) Information about national programmes and initiatives related to RTDI should be exchanged between NCPs and be promoted by the Commission.
