International Participation Incorporation of market and governmental needs into ASME codes and standards ASME encourages international participation in its standards development committees –Individual Experts –Delegate Program –International Interest Review Group (BPV) –International Review Groups –Contributing Members An International Working Group (IWG) accommodates participation by members in a common geographic location who would otherwise be unable to meet the attendance expectations of committees that meet principally in the U.S. and Canada International participation facilitated by use of electronic tools (C&S Connect) in standards development activity

International Working Group Concept An IWG fits into the “family” of committees under the Standards Committee. These committees provide essential expertise in the development of new and revised code rules. IWG This is only an illustration of the relationship.

IWGs vs. “Traditional” Working Groups Key differences:  IWGs typically conduct all of their meetings outside of the U.S. and Canada.  In some cases, IWGs may choose to conduct their meetings in a language other than English. These distinctions are not deviations from ASME’s accredited procedures or any nuclear committee procedure supplements. 5

IWGs vs. “Traditional” Working Groups Key differences:  Currently, all IWGs are populated by virtue of a common geographic location, rather than a common engineering discipline or expertise (e.g., a working group on “Design”).  Members provide expertise across a diverse mixture of disciplines (e.g., design, materials, etc.)  A productive IWG with sufficient membership may potentially propose its own subordinate groups organized by engineering discipline. 6

IWG Members Enjoy all typical privileges and benefits of participation. Have CS-Connect accounts and “full” member access. Vote on IWG proposals and administrative matters. Are expected to vote when the IWG is included in a ballot (proposal) distribution. Enjoy the opportunity to provide comments when the IWG is included in “Review & Comment” distributions. 7

IWGs and long-term outlook In order to ensure the continued excellence of its standards, ASME must embrace the challenge to enlist experts from around the globe to participate in the its standards development process Regions outside of North America are significant markets of components and equipment Such markets have the requisite knowledge and experience to fully participate in standards writing IWGs offer a platform for key stakeholders (customers) to help guide future development of ASME’s nuclear codes. IWGs and their members are becoming well integrated with the larger body of code-writing committees. This facilitates the success of IWG inquiries and technical proposals, and Promotes positive, effective individual working relationships that are part of the membership experience. 8

The Future ASME will continue to pursue its mission of advancing, and applying engineering knowledge for improving the quality of life Engineers and experts from all over the world will continue to share their knowledge in pursuit of the highest quality technical standards for the benefit of a global society

Fulfills Regulators’ Expectations Meets public safety, health and environmental objectives Provides confidence in the technical integrity of the product or service Supports mutual recognition essential to international trade Regulatory agencies support members to the committees

U.S. Public Policy OMB Circular A119 –Instructs Federal Agencies to use voluntary standards and participate in their development, unless impractical National Technology Transfer and Advancement Act of 1995 –Mandates government agency use of private sector voluntary consensus standards –Obliges federal government participation in voluntary standards development 13

Next Steps? ASME will continue to participate in future workshops / seminars in Argentina ASME encourages the consideration of other non-nuclear codes and standards for balance-of-plant, e.g., non- nuclear island construction ASME is a resource for conferences, journals, training, Subject Matter Experts (SMEs), etc.
