b) Facilitating coordinated application of standards and guidance documents for the purpose of assessment of product and management system certification bodies and testing laboratories operating in the IEC Conformity Assessment Systems, including development and sharing of common understanding of the technical issues and duly harmonizing the respective assessment procedures. The Steering Committee agreed that ABs should be reminded of the requirements of ISO/IEC clause (c), and the need for scopes of accreditation to be both publicly available and offer adequate information for the end-user. 8.2 Obligations of the accreditation body 8.2.1c) scopes of accreditation, condensed and/or in full.  the Chairman of the Steering Committee will send a letter to the IAF Technical Committee requesting consideration of a collective common process and transition period that can be applied by all IAF ABs; related to implementation of ISO/IEC 17065:2013  in the meantime, CBs are to be encouraged to make any concerns known to the ABs and seek to negotiate more suitable arrangements if necessary;  any inconsistencies in implementation identified by IEC CBs will be collected by the IEC C.A. system and provided to the IAF working group dealing with future guidance on transition for ISO/IEC (convened by Paul Moliski). 22/38 «Harmonization of the national accreditation system of Eurasian countries» , Moscow

The Steering Committee agreed that the IEC C.A. Systems will begin to prepare a table listing “common understanding” of ISO/IEC in regard to the electrotechnical sector.  that the drafting group should discuss and agree on the next draft of the document; IECEE-ILAC-IAF Guidance for the conduct of Unified Assessments in the Electrotechnical Sector;  that the Steering Committee should be provided with the next version and the completed comments table;  that the progress on the document should be reported at the next Joint General Assembly in Seoul, Korea on 24 October /38 «Harmonization of the national accreditation system of Eurasian countries» , Moscow

Task Force 3 has been tasked to consider the practical issues around currently different surveillance/reassessment cycles between the IEC C.A. Systems and ILAC and IAF ABs and provide suggestions for harmonisation within the IEC sector.  ISO/IEC 17067:2013 should be used as guidance (unless specified as requirements by individual product certification scheme owners);  ISO/IEC 17067:2013 is not to be used for accreditation purposes; and that,  IEC systems and schemes are considered to be compliant with ISO/IEC 17067: /38 «Harmonization of the national accreditation system of Eurasian countries» , Moscow

The Steering Committee agreed that the role of Chair of the Steering Committee should pass from Mr Pierre de Ruvo, IECEE Executive Secretary & Chief Operating Officer, to the Chair of ILAC, Mr Peter Unger, for the period 1 January December /38 «Harmonization of the national accreditation system of Eurasian countries» , Moscow

The Steering Committee agreed that the Chair would investigate and deal with the matter further as appropriate. He would also advise the Steering Committee if his findings indicated any action might be required from ILAC and IAF. 35/38 «Harmonization of the national accreditation system of Eurasian countries» , Moscow

The next IEC-ILAC-IAF Steering Committee meeting will be held on November 10 th 2014 in Tokyo, Japan, in association with the IEC General Meeting. The Chairs of ILAC and IAF will also be invited to attend the IEC CAB meeting on 11 November /38 «Harmonization of the national accreditation system of Eurasian countries» , Moscow
