3 Environment/Challenges  The CBSA port infrastructure is suffering from rust-out and building fatigue;  Since 2000 the Agency has invested over $300M to modernize and improve the infrastructure at ports of entry across Canada  Investment has been focused on the large volume ports of entry with an emphasis on the Designated Commercial Offices (DCO);  The majority of the CBSA’s larger DCO ports have been, or are in the process of being redeveloped and are functional and provide adequate serviceability;  The CBSA has targeted 77 other POEs for modernization/replacement in the near to mid term (5-10 years)  The challenge is to sustain the operational integrity of the existing facilities while securing the capital resources required to address those facilities that can no longer efficiently and effectively support the CBSA’s border services mandate.

4 Current Projects – Lacolle Travellers – BtB Initiative:  The new POE will have 15 travellers PIL – 13 regular lanes and 2 NEXUS lanes: o Current facility has 7 permanent PIL lanes and 2 temporary PIL lanes; Commercial Examination Facility – Gateways and Borders Crossing Fund (GBCF) Initiative  The construction of the new commercial inspection facilities will be “integrated” into the POE facility design;  Preliminary schedule anticipates construction contract award in July 2015 with project completion in spring/summer of 2017;  Commercial facilities scheduled to be completed spring/summer 2015 Conceptual Design – Lacolle POE Conceptual Design – Lacolle Commercial

5 Emerson – BtB Initiative:  Construction of a dedicated Commercial By-Pass lane; o 3 lanes of which one will be a dedicated FAST lane  Preliminary site planning completed; o Conducted in partnership with NDDOT, MIT, PWGSC and CBP.  The RFP to engage architect to prepare plans and specifications expected to be posted by end November, 2014;  Project completion scheduled for 2017 North Portal - BtB Initiative  CBSA is currently in the process of securing additional land required to implement the project;  Project schedule to follow. 6  New POE facilities opened to traffic in January, 2014; o Modular components were installed to align with the opening of the new North Channel Bridge.  Expanded POE facilities completed in August, 2014;  POE has 5 Travellers PIL Lanes and 1 dedicated Commercial PIL lane; o Previous POE and only 3 PIL lanes and no dedicated Commercial Lane Current Projects – Cornwall

7 Current Projects – Aldergrove  Construction phase is underway and temporary PIL lanes have opened;  Travellers facility scheduled to be completed in January 2016;  Occupancy of the commercial facility and project completion scheduled for April 2016;  The new POE facilities will include: o 5 Travellers Primary Inspection Lanes (PIL) -Current facility has 3 PIL lanes; o 2 Commercial PIL lanes; o NEXUS; o Commercial offload examination facility  The POE facilities will be constructed using the design template that the CBSA developed for the construction of the St. Stephen, Kingsgate and Prescott POEs;  Repositioning of US outbound highway to align with new Canadian PIL lanes nearing completion Conceptual Design – Aldergrove POE

8 Small Ports Infrastructure Replacement Initiative  Port replacement projects were completed at West Poplar and Cornach Saskatchewan;  These are the first of seven modular port facilities that are being delivered to ports across Canada over the next two years; o Monchy, Willow Creek and Oungre in Saskatchewan along with Morses Line in Quebec and two other sites TBD;  Under this initiative, aging infrastructure at select small ports is being replaced with standardized, prefabricated buildings;  The Small Ports Infrastructure Replacement Initiative offers a substantial upgrade to existing infrastructure as well as significant enhancements to operational capacity, complementing CBSA’s commitment to service excellence Small/Micro POE Conceptual Design Cornach POE

9 Moving Forward  The provision of effective and efficient Port of Entry inspection facilities is essential to supporting the CBSA’s commitment to modern border management;  The Agency is aggressively exploring options that will allow for an acceleration in the pace of border infrastructure modernization and replacement projects;  The CBSA has developed 3 standard POE templates that will provide a consistent standardized approach to port replacement projects: o Micro port design that was developed under the Small Port Infrastructure Replacement Initiative; o Small Port design that was used at the recently completed POE projects at Goodland, Lyleton and Coulter; and o Medium and Large port design that has been used at St. Stephen, Prescott, Kingsgate and Aldergrove.  The Agency will continue to use forums such as the TBWG to share experiences and seek input from our stakeholder community.
