Probably no implemention until 2010 Rules regarding framework agreements (FA) implemented. Extensive use of FA in Sweden. Challenge – how to award specific contracts when quoting a FA or reopening competetion. Guidelines and tools needed.

Responsibilities and stakeholders Ministry of Finance – eGovernment issues and public procurement. PEPPOL Swedish Competition Authority – supervise public procurement VERVA, Swedish Agency for Administrative Development, promote electronic government. Reports regarding a national action plan for eProcurement. Mandate to represent Sweden in PEPPOL reference group National Financial Management Authority (ESV) – coordinate implementation of eInvocing. Feasibility stude for eOrdering The Swedish Association of Local Authorities and Regions (SKL). Organisation for all municipalitíes and county councils. Promote eProcurement.

Questionnaire during spring municipalties had integrated electronic e-ordering and e-invoicing based on EDI 27 municipalities and 8 county councils are using e-invoicing 160 municipalities and 16 county councils are using scanned invoices and are planning to use eInvoices Some municipalties and county councils hade eTendering systems.

Standardisation Single Face To Industry (SFTI) cooperation between SKL, Verva and ESV to promote electronic procurment and commerce. Recommendation on standards based on international standards Mainly post-award processes SFTI Svefaktura (Swe-invoice) based on NES and UBL SFTI Sve-order (Swe-order) based on NES profile basic order only SFTI – member of BII.

Electronic certificates and attestations Procuring units can get information regarding paid taxes and social insurances from the Swedish Tax Authority via Procuring units and economic operators can open an accout with the Swedish Company register and get information in digital form regarding a specific company No central solution for provision of electronic certificates.

Electronic signatures ”Advanced signatures” issued by Swedish banks and TelisSonera are used for eGovernment e-services More than 1,5 million users every month Some procuring units are using signatures issued by the Swedish Chamber of Commerce or vendor specific solutions.

Proposal for eID management Verva will on June 19th submit a proposal to the Swedish government regarding identity management and electronic signatures in the future Regulation regarding a national electronic identity More standardised solutions; federation; competion between issuers of eID solutions; National ID-card to be used together with market solutions A node coordinates administrative, legal and technical rules. The node willl be used as a contact point for cross-border recognition of electronic signatures.
