Rio+20 Presentation CAN-E General Assembly Alexander Ege The Danish 92 Group Forum for Sustainable Development

Info session  Very big topic  I will update you – you will correct me  Get a sense of what is happening  And what CAN is thinking

The story so far…  Stockholm 1972  Rio de Janeiro 1992  Johannesburg 2002  United Nations Conference on Sustainable Development in Rio de Janeiro 2012 – Rio+20

Negotiations  1 st Preparatory Committee (Prepcom 1) meeting – May 2010  First Intersessional – Jan 2011  Prepcom 2 – March 2011  Second Intersessional – Dec 2011  Initial discussion on Zero Draft – Jan 2012  Third Intersessional + 1 st informal-informal discussion on Zero draft – March 2012  Very New York-centric – negotiations by UN diplomats

Outreach  Regional meetings (most pre-Prepcom)  SIDS  Latin America and the Carribean (ECLAC)  United Nations Economic Commission for Europe (UNECE)  Asia-Pacific Region  Africa region, ECA and others  Council of Arab Ministers Responsible for the Environment (CAMRE)  And several meetings a national level and by major groups

What’s to come  2 nd Informal-Informal discussion on Zero Draft – 23 April to 4 May 2012  3 rd Preparatory Committee meeting – June 2012  The United Nations Conference on Sustainable Development – June  A process lasting XXX years following the Rio meeting

Content: What is in the Zero Draft  Overall  Green Economy  Governance  Growth!

What is in the Zero Draft 2  The [brackets] are not an endangered species!  Structure and content  Renewing Political Commitment  Reaffirming past promises  Assessing the progress  Engaging major groups  Framework for action

What is in the Zero Draft 3  Green economy  Framing Green Economy  Toolkits and experience sharing  Framework for action

What is in the Zero Draft 4  Institutional framework for sustainable development  Strengthening / integrating the pillars  GA / ECOSOC / CSD / SDC proposal  UNEP  Regional / National / Local

What is in the Zero Draft 5  Framework for action  Food security  Water  Energy  Cities  Green job-social inclusion  Oceans and Seas, SIDS  Natural disasters  Climate Change  Forests & biodiversity  Land degradation and desertification  Mountains  Chemicals and waste  Sustainable consumption and production  Education  Gender equality  Accelerating and measuring progress  Means of implementation  Finance  Science and technology  Capacity Building  Trade  Registry / compendium of commitments

...what about Climate Change?  The challenge:  Two paragraphs –  Arrrghh the UNFCCC  Attached to other issues

Where are the shit-fights?  Green Economy vs. SDGs  Rights  Process  Governance  To some extend:  Everyone is trying to get their pet thing in there

What is the EU doing?  Support upgrading UNEP combined with strengthening ECOSOC  Blocking the Right to Water and Sanitation (UK!)  Absolutely nothing on subsidies, agriculture and fishery  Concrete Green Economy proposals in the text (D)  Pushing private sector and mainstream economy involvement / responsibility  NL + ?? wants to hide behind the MDGs!  Internally:  Green Economy and the 7 th EAP  Danish Presidency: Energy, Governance & Water  Commission: Everything else

What is the EU doing? 2  Commission to flesh out five areas of green economy 1. Water 2. Oceans and Marine environment 3. Sustainable Land Management and Ecosystems 4. Sustainable Energy 5. Resource efficiency, in particular waste

And the other countries  Canada and US are playing their usual cheerful selfs  Especially when it comes to rights  G77 don’t like sustainable energy  G77+C do not want concrete green economy proposals in the text  Africa group are not very active / present – letting the “hardliners” in the G77 run  Generally developing countries = Equity!

What does CAN want  MORE POLITICAL AMBITION!!!  Especially more leadership from fx EU  Urgent action  Facilitate a fair green economy  True SDGs  Protect forests and REDD  Sustainable agriculture and food security

And to come…  Fossil fuel subsidies  Global feed-in tariff  In relation to SEFA  ??  D92 is calling for EU to clean their own house before coming to Rio

What is the likely outcome  Goals / SDGs:  Water  Energy  Targets later  Process for getting targets  UNSG Sustainable Energy for All initiative  Process for getting the rest of the goals / SDGs in place before 2015

…and if everything goes wrong  Brazil WANTS a success!  Weak, vague document for HoS to sign  Good intentions  No targets  Vague process  No urgent action

So you want influence: Here’s how, when & where  Go to Horsens for the informal ENVI!  EU mandate already decided but will work on strategy  Lobby governments ahead of the 2 nd informal-informal (which is next week – too late!)  Lobby Commission  Increase public awareness about Rio+20  Raise the stakes  Mention it when meeting with your government  All the climate and energy ambitions and targets we are calling for is part of transitioning to a sustainable pathway  HoS coming to Rio; whether we like it or not – get them involved

How to get involved within CAN  CAN Rio+20 policy working group  CAN-GCCA Rio+20 info list  CAN/GP Rio+20 Energy  GCCA Mobilization  Comms  Attend the D92 conference on Rio+20 on 16 May in Copenhagen

Back to you  Who’s working on Rio  What intel do you have to share  Will you be in Rio  Will you be able to help lobby for Rio  Questions? 
